CEC #123: Conduct Canadian Experience Class (CEC) draws within the Express Entry System

The Issue

I, the undersigned, hereby submit this petition to advocate for conducting Canadian Experience Class (CEC) draws within the Express Entry system. I believe that a more frequent allocation of invitations under the CEC category is essential for ensuring fairness and providing opportunities to skilled workers who have obtained valuable Canadian work experience.

The CEC program is tailored to streamline the permanent residency process for individuals who have accrued work experience in Canada. It aptly recognizes the value of this Canadian work experience and aims to retain talented workers who have significantly contributed to the Canadian labor market.

It is noteworthy that the last CEC draw took place on September 14, 2021, which signifies a gap of over two years without CEC draws. In 2021, approximately 100,000 individuals, and in 2020, around 35,000, received Invitations to Apply (ITAs) under the CEC category.

Our petition is rooted in the following considerations:

Timely Path to PR: Increasing the frequency of CEC draws will offer eligible candidates a faster pathway to permanent residency. It acknowledges the significance of Canadian work experience and encourages individuals to continue building their careers in Canada.

Fairness and Inclusion: The Express Entry system aims to select candidates based on their skills, education, and work experience. By holding regular CEC draws, we ensure that individuals with Canadian work experience are given equitable opportunities to apply for permanent residency.

Economic Contributions: CEC candidates have made significant contributions to Canada's economy through their work, taxes, and participation in local communities. Granting them a more accessible pathway to permanent residency further supports Canada's economic growth.

Petition Request:

We respectfully request the Government of Canada, specifically Immigration, Refugees, and Citizenship Canada (IRCC), to conduct at least one CEC draw in 2023, two draws in 2024, and three draws in 2025 within the Express Entry system.
