Short description
UK gamers should not be treated as “represented persons” by default. For CAT Case No. 1640/7/7/24, the proceedings should be opt-in only, or the CPO should be revoked so the claim cannot proceed on an opt-out basis.

Eligibility (important)
This petition is intended for people who are UK-based and have purchased (or are likely to have purchased) PC games and/or add-on content via Steam. If you are not UK-based or have not purchased through Steam, please do not sign.

A common public framing of this case is:
“Valve Corporation, the owner and operator of Steam, faces a compensation lawsuit from UK consumers accusing the digital gaming platform of excessive prices and anti-competitive behaviour.”

By signing this petition, you are signing to disagree with that framing as a justification for automatically treating UK gamers as “represented persons” in an opt-out collective action. In particular, you are stating that you do not accept that UK gamers, as a class, are properly characterised as victims for the purposes of default representation—especially where many gamers do not agree that the action will benefit them in the long run.

We therefore call for one of the following outcomes:

1. Convert the proceedings to opt-in only for UK-domiciled consumers, so representation reflects active consent and genuine support; or
2. If opt-in is not granted, revoke the Collective Proceedings Order (CPO) / do not permit the claim to proceed on an opt-out basis, because default inclusion misrepresents the interests of UK gamers and treats unwilling individuals as represented persons.

Where this petition leads
This petition is one part of a wider process. The purpose is to create a clear, public record that UK-based Steam purchasers actively object to automatic opt-out inclusion and support an opt-in-only approach (or revocation if opt-in is refused). The signature total and comments will be used as supporting evidence when making representations and requests to the relevant decision-makers and, where appropriate, to the Tribunal/parties involved.

Signing is important because it shows that opposition is not hypothetical—people are willing to take a positive step to record their position.
