Cancel LA County's Illegal Contract with Surveillance Giant Accenture

The Issue

In 2020, LA voters passed the most progressive anti-carceral legislation in the country. But the county dragged its feet during implementation.

Then, in 2023, it was revealed the County had signed an illegal backgroom contract to hand over the future of the largest carceral system in the world to surveillance giant, Accenture.

Accenture is the largest consulting firm in the world with ties to local police, DHS, Border Patrol, and ICE. It has a long history of fraud and misconduct, especially in its sprawling contracts for building surveillance systems.

Accenture’s consultants for the LA contract are former Judges, Prosecutors, Police Superintendents, and Probation Officers. In other words, the most regressive forces in carceral politics.

Accenture has a well-defined playbook. Surveillance. Electronic Monitoring. Risk-based Algorithms to determine pretrial release. Letting them control the future of pretrial services is consigning LA to reinvestment in carceral strategies we know don’t work.

The contract was awarded without a public bidding process and the amount, $8.6 million, far exceeded the authority granted to the department.

But the contract is cancellable. We need your help to pressure the board to cancel this illegal contract and return to the community-oriented vision that residents voted for in 2020.
