Petition Statement:
We, the undersigned, including citizens and residents of Canada and concerned individuals worldwide, respectfully call upon the Government of Canada to take immediate and concrete action in response to a growing national and international security concern: the entry, settlement, and financial activity of current and former officials, affiliates, and beneficiaries of the Islamic Republic of Iran within Canada.

For nearly five decades, the Islamic Republic has engaged in systematic repression of its population, grave human rights violations, breaches of international law, and large-scale corruption involving the misappropriation of national wealth. As the regime now faces profound political, social, and economic instability, increasing numbers of its former and current affiliates are seeking to relocate abroad. Canada has become an increasingly attractive destination.

We affirm that Canada MUST NOT become a safe haven for individuals who participated in, enabled, or profited from authoritarian governance, repression, corruption, or crimes against humanity.

Credible reporting and documented cases indicate that regime-linked individuals and networks have transferred significant financial assets into Canadian real estate, corporations, and financial systems. In some cases, individuals have allegedly obtained permanent residency or citizenship through misrepresentation, concealment of past affiliations, or proxy arrangements. There are growing concerns that such actors may seek positions of influence within professional, municipal, legal, or political institutions in Canada.

This is not speculative. Comparable patterns have been observed following the collapse or weakening of authoritarian regimes in other countries, where former elites transferred illicit wealth abroad to evade accountability and rehabilitate their public standing. If left unaddressed, such activity risks undermining Canada’s institutional integrity, national security, and international reputation.

Corruption does not remain contained. Those who normalized it elsewhere will replicate it wherever accountability is absent.

 
Our Demands:
We respectfully call on the Government of Canada to:

1. Immediately bar entry to Canada for current and former officials, senior affiliates, intelligence operatives, and sanctioned or known beneficiaries of the Islamic Republic of Iran, including members or affiliates of the IRGC, regardless of title, status, or diplomatic cover.
2. Review and revoke immigration status, including permanent residency or citizenship, where obtained through misrepresentation or where credible evidence demonstrates involvement in, or material support for, the regime’s repressive, judicial, military, intelligence, or propaganda apparatus.
3. Establish a dedicated inter-agency task force to identify, investigate, and monitor individuals in Canada with demonstrable links to the Islamic Republic’s leadership, security forces, or corruption networks.
4. Enable public submission of credible evidence and whistleblower disclosures, subject to due process and legal safeguards, to support investigations.
5. Freeze and seize assets in Canada proven to be linked to corruption, embezzlement, sanctions evasion, or abuse of public office under the Islamic Republic.

Legislative and Policy Measures
We further urge Parliament to:

Strengthen and fully apply existing tools such as the Justice for Victims of Corrupt Foreign Officials Act (Sergei Magnitsky Law) and related legislation to target foreign human rights violators and corrupt officials.
Implement clear, enforceable immigration screening and inadmissibility guidelines addressing complicity in foreign authoritarian regimes.
 
Why This Matters Now
The people of Iran; particularly women, students, ethnic and religious minorities, and political prisoners, continue to demand accountability, dignity, and fundamental rights. At the same time, members of the regime’s inner circles are seeking safety and financial security abroad using wealth extracted from the Iranian people.

Canada cannot claim neutrality in the face of such injustice.

To shelter oppressors is to abandon victims.
To ignore warning signs is to invite future harm.

We call on the Government of Canada to act consistently with its stated commitment to human rights, the rule of law, and democratic values.

This is not solely an immigration issue.
It is a matter of national security, global justice, and moral responsibility.

ورود، اقامت و فعالیت وابستگان جمهوری اسلامی به کانادا را ممنوع کنید!

ما، امضاکنندگان این دادخواست؛ شهروندان و ساکنین کانادا، ایران و دیگر نقاط جهان؛ از دولت کانادا می‌خواهیم تا هرچه زودتر اقداماتی جدی برای جلوگیری از ورود و اقامت وابستگان، مقامات و کارگزاران رژیم جمهوری اسلامی ایران به این کشور تدارک ببیند

با فروپاشی قریب‌الوقوع رژیم ایران، بسیاری از مهره‌های اصلی این حکومت در تلاشند تا با ثروت‌های غارت‌شده از ملت ایران، به کانادا پناه بیاورند.

این افراد؛ نه پناهجو، بلکه جنایتکاران و هم‌دستان ستمگرانند.

 
خواسته‌های ما:
ممنوعیت فوری ورود برای تمامی مقامات، اعضای سپاه، وابستگان نهادهای اطلاعاتی، قضایی، رسانه‌ای و مالی جمهوری اسلامی.
لغو اقامت دائم و تابعیت کانادایی برای افرادی که پیشینه همکاری یا منافع اقتصادی با این رژیم دارند.
تشکیل یک کمیته تحقیق و فهرست عمومی برای شناسایی و افشای این افراد و شبکه‌های مالی آن‌ها در کانادا.
مسدودسازی و مصادره دارایی‌ها (خانه، شرکت، حساب بانکی) مرتبط با سرمایه‌های غارت‌شده مردم ایران.
اصلاح قوانین مهاجرتی و امنیتی با الگو از «قانون مگنیتسکی» برای ممنوعیت ورود ناقضان حقوق بشر و مفسدان خارجی.
 

کانادا بایستی در سمت درست تاریخ بایستد.
نباید اجازه دهیم این کشور دموکرات به مأمن ظالمان و مفسدان جمهوری اسلامی تبدیل شود.
