Call for the Classification of the Islamic Revolutionary Guard Corps (IRGC) as a Terrorist Organization

To the European Commission, the Council of the European Union, the German Federal Government, the German Parliament, the German Bundestag, the governments of the EU member states and the European Parliament.
We, the undersigned, call on the European Community and the German government to finally take the necessary steps to put the Islamic Revolutionary Guard Corps (IRGC) on the terror list. The murder of Jamshid Sharmahd is not an isolated incident; nevertheless, his death of the German citizen is yet another example of the escalation of violence that must not be sealed with symbolic acts.

It is unacceptable that despite the unequivocal vote of the EU Parliament in January 2023 and repeated commitments to uphold human rights by EU representatives, the Revolutionary Guards continue to operate with impunity in the EU. The closure of the three Iranian consulates in Germany is a positive step, but it is not enough after the abduction, torture and execution of a EU citizen. We need a clear and consistent response to the threat posed by the Revolutionary Guards in the EU.

The legal basis for the terror listing lies at the EU level and requires the consent of all foreign ministers of the member states. It can no longer be the case that governments act against the will of the EU Parliament, which represents the European people, and hide behind the alleged non-approval of other governments. Now is the time to demonstrate Europe's common will. It is never too late to start down the right path.
We call on the European Commission and the German government, as well as the governments of all EU countries, to act together. The time for words is over; now action is needed.

Put the Iranian Revolutionary Guards, who are responsible for internal and external terror, on the EU terror list. In addition, impose a ban on activities at the national level in all EU member states.

We will not stop fighting for this goal and for justice.

AUFRUF ZUR EINSTUFUNG DER ISLAMISCHEN REVOLUTIONSGARDEN ALS TERRORISTISCHE ORGANISATION AN DIE EUROPÄISCHE KOMMISSION, DEN RAT DER EUROPÄISCHEN UNION, DIE DEUTSCHE BUNDESREGIERUNG, DEN DEUTSCHEN BUNDESTAG, DIE REGIERUNGEN DER EU-MITGLIEDSTAATEN SOWIE DAS EUROPÄISCHE PARLAMENT.

Wir, die Unterzeichnerinnen und Unterzeichner, fordern die europäische Gemeinschaft und die deutsche Bundesregierung auf, endlich die notwendigen Schritte zu unternehmen, um die islamische Revolutionsgarden (IRGC) auf die Terrorliste zu setzen. Der Mord an Jamshid Sharmahd ist kein Einzelfall; dennoch ist der Tod des deutschen Staatsbürgers ein weiteres Beispiel für die Eskalation der Gewalt, die nicht mit einem symbolischen Akt besiegelt werden darf. Es ist untragbar, dass trotz des eindeutigen Votums des EU-Parlaments im Januar 2023 und wiederholten Bekenntnissen zur Wahrung der Menschenrechte durch EU-Vertreter die Revolutionsgarden in der EU weiterhin ungestraft agieren können. Die Schließung der drei iranischen Konsulate in Deutschland ist ein positiver Schritt, doch dieser reicht nach der Verschleppung, Folter und Hinrichtung eines EU-Bürgers nicht aus. Wir benötigen eine klare und konsequente Antwort auf die Bedrohung, die von den Revolutionsgarden in der EU ausgeht.  Die gesetzliche Grundlage für die Terrorlistung liegt auf EU-Ebene und erfordert die Zustimmung aller Außenminister der Mitgliedsländer. Es darf nicht länger sein, dass die Regierungen gegen den Willen des EU-Parlaments handeln, die die europäischen Bevölkerungen repräsentieren, und sich hinter der angeblichen Nicht-Zustimmung anderer Regierungen verstecken. Jetzt ist die Zeit, um den gemeinsamen Willen Europas zu demonstrieren. Es ist nie zu spät, den richtigen Weg einzuschlagen. Wir fordern die Europäische Kommission und die deutsche Bundesregierung sowie die Regierungen aller EU-Länder auf, gemeinsam zu handeln. Die Zeit für Worte ist vorbei; jetzt sind Taten gefragt. Setzen Sie die islamische Revolutionsgarden, die für Terror nach innen und außen verantwortlich sind, auf die EU-Terrorliste. Verhängen Sie zusätzlich in allen EU-Mitgliedsstaaten ein Betätigungsverbot auf nationaler Ebene. Wir werden nicht aufhören, für dieses Ziel und für Gerechtigkeit zu kämpfen. Wir appellieren an alle Bürgerinnen und Bürger, sich diesem Aufruf anzuschließen, um eine klare Botschaft zu senden: Der Kampf für Menschenrechte und gegen die Unterdrückung ist ein gemeinsames Anliegen. Lassen Sie uns gemeinsam dafür eintreten, dass dieser wichtige Schrittendlich unternommen wird. Unterschreiben Sie diesen Aufruf und zeigen Sie, dass wir nicht wegschauen – wir fordern Gerechtigkeit und Sicherheit für alle!

ما امضاکنندگان، از اتحادیه اروپا  و دولت فدرال آلمان می خواهیم که بالاخره اقدامات لازم را برای قرار دادن سپاه پاسداران در لیست تروریستی انجام دهند. قتل جمشید شارمهد یک حادثه  منحصر بفرد نیست. با این وجود، قتل عمد دولتی یک شهروند آلمانی نمونه دیگری از تشدید خشونت است که نمی توان با نشان دادن  یک عکس العمل نمادین آنرا پایان یافته تلقی کرد..
غیرقابل تحمل است که علیرغم رأی صریح پارلمان اتحادیه اروپا در ژانویه 2023 و تعهدات مکرر نمایندگان اتحادیه اروپا برای حمایت از حقوق بشر، سپاه پاسداران در اتحادیه اروپا بتواند بدون مجازات به فعالیت خود ادامه دهد. بسته شدن سه کنسولگری ایران در آلمان گامی مثبت است، اما پس از ربوده شدن، شکنجه و اعدام یک شهروند اتحادیه اروپا کافی نیست. ما به یک پاسخ روشن و منسجم به تهدیدات سپاه پاسداران در اتحادیه اروپا نیاز داریم.
مبنای حقوقی اعلام تروریست بودن سپاه  در سطح کل اتحادیه اروپا است و نیاز به رضایت همه وزرای خارجه کشورهای عضو دارد. دیگر نباید اینطور باشد که برخی از دولت ها، برخلاف میل پارلمان اتحادیه اروپا عمل کنند، دولتهایی که مردم اروپا را نمایندگی میکنند،و پشت عدم رضایت ادعایی دولت های دیگر پنهان شوند. اکنون زمان نشان دادن اراده مشترک اروپا است. هیچ وقت برای انتخاب راه درست دیر نیست.
ما از کمیسیون اروپا و دولت فدرال آلمان و همچنین دولت های همه کشورهای اتحادیه اروپا می خواهیم که با یکدیگر همکاری کنند. زمان کلمات به پایان رسیده است. اکنون اقدام لازم است.
سپاه پاسداران جمهوری اسلامی ایران  که مسئول تروریسم داخلی و خارجی است را در لیست تروریستی اتحادیه اروپا قرار دهید. علاوه بر این، ممنوعیت فعالیت این نهاد تروریستی را در سطح ملی در تمام کشورهای عضو اتحادیه اروپا  اعمال کنید.
ما از مبارزه برای این هدف و برای عدالت دست برنخواهیم داشت.
ما از همه شهروندان می خواهیم که به این فراخوان بپیوندند تا پیامی روشن ارسال کنند: مبارزه برای حقوق بشر و علیه ظلم یک خواست مشترک است. بیایید با هم  همکاری  کنیم تا مطمئن شویم که این گام مهم در نهایت برداشته می شود. این فراخوان را امضا کنید و نشان دهید که ما روی خود را برنمیگردانیم - ما خواهان عدالت و امنیت برای همه هستیم
