Call for Majority Rule to Suspend Hungary’ Voting Rights

The Issue

The article 7 against Hungary has already been triggered but it is stuck at step 1 because the step 2 requires an unanimous vote. We, the undersigned, urge the European Parliament, European Commission, and all EU member governments to launch a process to reform the European Union treaties by amending Article 7 of the Treaty on European Union. Specifically, we call for replacing the unanimity requirement to suspend a member state’s voting rights in the Council with a two-thirds or qualified majority rule. This change is urgently needed to defend the EU’s core values and prevent individual states from abusing the unanimity principle to obstruct collective action, as seen in Hungary’s repeated vetoes of foreign policy and aid to Ukraine. We also call for immediate action to move forward to the decisive second phase of Article 7 proceedings to address persistent breaches
