Call for a Bilateral Driving Licence Exchange Agreement Between Ontario (Canada) and Spain
The Issue
We are requesting that the Government of Ontario initiate discussions with the Government of Spain regarding a reciprocal driver’s licence exchange agreement.
Comparable arrangements already exist — Ontario with France and Belgium, and Spain with Japan, Korea, and Switzerland — demonstrating that such agreements are administratively feasible.
The challenge:
Ontario and Spanish licence holders residing in each other’s jurisdiction must retake theory and road tests despite already meeting rigorous standards in their home countries, making the process time-consuming and costly.
2026 is the Time for Action:
In December 2025, Canada and Spain issued a Joint Statement reaffirming their commitment to strengthening bilateral economic and strategic cooperation.
A reciprocal driving licence exchange agreement would represent a practical, citizen-focused administrative measure aligned with strengthening bilateral ties and facilitating economic participation for residents of both jurisdictions.
Reducing unnecessary duplicative testing requirements supports efficient integration of residents contributing to bilateral economic activity.
Benefits:
A driving licence exchange agreement between Ontario and Spain would:
- Ease integration for Canadian professionals, students, and families residing in Spain and, vice versa, Spanish citizens in Canada
- Is more efficient by avoiding lengthy processes for tests and administrative procedures
- Promote reciprocity and fairness
- Foster goodwill in Canada–Spain relations
We respectfully urge both governments to engage in negotiations on this issue and model the agreement on successful precedents with comparable countries.
