Change happens when we speak up at the risk of being retaliated against, fight injustice and support and protect the vulnerables. We all could be targetted by powers and tyrants. Giving up without a fight is a sign of a loser.

This homeless or stray Fremont cat we have renamed Victoria in picture has been repeatedly reported sick to TCAS (Tri City Animal Shelter) for MONTHS needing desperate help, is suffering like this & is getting worst, but Kelly Miott & TCAS refuses to send Animal Control staff to get her.  Please ask TCAS to help her by treating her, not kill her and find it a good home as it acts nice. She is a trooper cat fighting to live through so much PAIN. We asked many other shelters and rescues to help her,  but they did NOT. This is ANIMAL CRUELTY OF KELLY MIOTT!! Lets put an end to it and get her prosecuted for it. If you or I had ignored a sick pet cat or creature like this, we will have been charged with animal neglect or cruelty. Why TCAS and Kelly Miott should not be. They were sent photos and location of this cat. This cat's eye was infected, it then bulged out untreated and now it has ruptured. It needs an eye removal surgery ASAP.  Victoria can see from one eye still. She is a nice acting cat. She has been living in a feral cat colony for a over a year. The person feeder who regularly feeds her seem to work with an animal rescue organization and still has not helped her.

It is not just about one Victoria. It is about all other such cats who need help and as public if we just always keep doing these shelters' staff's jobs, then when will they do theirs? We have tried to get or trap Victoria but have no funds to treat her on our own.  Is there a philanthropist Veterinarian here who could offer to treat Victoria for free? Let us know please. We have already helped hundreds like her so where does it end and when will TCAS start doing its job then? Are we receiving hardworking taxpayers' donations or government's funds or grants to help all such animals and can we realistically rescue them all alone and go do anything else? Rescues and shelters even have staff and volunteers to accomplish their rescue work. 

Veterinarians and attorneys make plenty of money, they are not jumping in to offer their services for Victoria's right for charity yet. How can regular one person or handful of persons can afford hundred and  thousands every time that these Veterinarians often require to treat an animal? Why our animals shelters won't do their jobs is the issue here.  

In this other OAS kittens case, four persons had to step in to just try to save three kittens and one still died because of Oakland Animal Shelter's (OAS)  negligent and uncaring staff who failed to do the right thing. Many of these shelters not doing their duties unbiasedly and ethically is a norm. Public who does not rescue animals do not get to realize that. This is to bring awareness to that issue and energize public to not allow it and move for changing such inhumane and indifference ways of these shelters and its arrogant, control freak and some racist staff.

This is about changing the way TCAS operates and does not help animals it should and not letting it remain a very high kill animal shelter.

Tri City Animal Shelter (TCAS) (animalshelter@fremont.gov) is in Fremont, CA & it comes under Fremont Police Department.  TCAS is the animal shelter for Fremont, Union City, Newark & even San Leandro. TCAS' Manager/Administrator is a Caucasian woman Ms. Kelly Miott (kmiott@fremont.gov) (Direct: 510-790-6646) and Caucasian Mr. Wesley Clark (510-790-6640) is a Supervisor and they both act racist towards other races folks. Ms. Miott took her position there around 2018. Her predecessor Sandra Stradler had abruptly left and retired TCAS in struggling state. She was bad news having a very high shelter animals kill rate.

For years this shelter animals kill rate has been very high (50%-60%, meaning half of the even healthy animals going in there loose their lives) & those statistics are posted on its website. (http://www.tricityanimalshelter.org/Search?searchPhrase=Statistics

TCAS seem to manipulate its stats to appear better than they truly are.  Sometimes, they hide the animals stats they actually impounded. They do not even bother posting all found animals on shelter lost and found website as they are suppose & required to. Too lazy? They actually have a found cats section online but Ms. Miott actually says she is not required to impound cats so did those cats in shelter ran into shelter by themselves or came down the chimney like our beloved Santa Clause does? Talk about blatant dishonest disposition here. She must have passed the background check to get this job and so a clear criminal background DOES NOT mean the person is actually honest as we can clearly see here. 

Kelly Miott is trying to fool the system by taking mostly healthy and adoptable animals there so she can say she improved shelter kill rate. Her sinister trick to increase shelter kill rate is: oh let's take in all cream of the crop kitties (healthy & young desirable ones) and they can be saved & live and let's say oh I have improved shelter kill rate to be 100% or 95%. Yeppy!! Please! We are onto that attempt to dupe us public.  Good shelters accept animals in all conditions and those that treat & save a higher number are worthy to have earned their real stats.

Did you know that even HSSV, Humane Society of Silicon Valley in Milpitas tries to do that and this is one super rich organization (thanks to public donations), yet look how low inventory of cats they have on their website while friendly, young and owners who cannot keep their cats for good reasons are struggling to find a safe haven. www.hssv.org/adopt/#available_animals 

HSSV often rejects people wanting to turn kittens and tame cats in.  Funny they accept donations from people all over the world and then they do not care about "jurisdiction" but when people from other than Sunnyvale take kittens there,  they say oh we cannot accept them due to jurisdiction reasons or something.  Private non government animal shelters and non profit rescues are not bound by jurisdiction actually.  Good government shelters and private rescues accept animals in all conditions and those that treat & save a higher number are worthy to have earned their real stats. 

Throughout past decades, TCAS has really not been proactive in improving its animals kill or adoption rate which is a shame. They are not nice to most public members especially those who are not Caucasians.  They practice racist different strokes for different folks.  It bothers us why any public service employees or persons would think of themselves to be superior to us public who they are meant to offer good customer service to.  City of Fremont has seen such drastic growth in years and yet its tiny animal shelter covering four cities is practicing ancient practices still of not medically properly treating animals or killing most of them. We want this shelter to do better for our animals. Right?

They have not even been able to hire even a single full time competent Veterinarian and Veterinarian Technician or Assistant for years since Ms. Miott joined TCAS. They hire part time or contractual different Veterinarians on as needed basis to treat shelter animals and has Beacon in Fremont as its partner 24 hour clinic. Ms. Miott, who is not a Veterinarian even instructs Beacon medical staff to simply euthanize sick or injured stray cats turned in their by good samaritans or others.  If one takes a deceased, sick or injured stray or feral cat to Beacon after hour as a good samaritan as anyone can from tri city area free of charge, it is 99% likely going to be put down.  Beacon is another place to avoid until we bring about this change that our community animals have a chance. 

This has been conveyed by Beacon staff but Ms. Miott will deny it that she authorizing killing of animals. A licensed Veterinarian should be the one to ethically decide on whether an animal needs to be put to sleep for medical reasons. TCAS does not value a stray cat's life at all. Union City Animal Control website clearly says if they get a feral cat, it will be killed. Why not just spay or neuter the little creature and let it go back and live its life for heaven's sake.   

TCAS staff pretends to help some sick or injured animals depending on "who" brought it into TCAS or Beacon; basically on silent or hidden racists criterias. A school teacher, a police officer and some other special person may get one's rescue cat in there but not us common folks as we are not good enough for them we suppose.  It is not about us people; it is about these animals who need help unbiasedly and unconditionally period.

They are always claiming to be short staffed. Throughout COVID-19, this shelter was closed mostly while some other animal shelters few miles away in San Jose were still offering many services to animals & public, even spaying & neutering homeless feral or stray felines. 

TCAS operated on a extremely limited basis & allowed its community animals to suffer. The animals, such as stray & ferals cats, lost, found, sick, injured, abused or neglected community animals suffered greatly.  TCAS excuse to all that was that due to COVID-19 they could not do much to help them then. That is a farce. Before & after COVID-19 period, TCAS did ignore and is knowingly ignoring such animals to date!! They are even open now. They always want to do less work.  With the City where cats are needing help, TCAS has barely 10 cats on its website.  Less cats=less work of course!! 

TCAS Ms. Miott & Mr. Clark refuses to even accept owned lost & found and friendly stray cats saying "put it back out there" or that they are "not legally required to impound cats" period. They quote some organization as a lame excuse for denying to take in lost or found animals. Hey they should not just use some blanket excuse always to reject cats but must use some logic and judgement in each case to determine what would be best for the cat don't we think?

Most pet owners turn to local shelter to search for their lost pets. If these people turns away accepting lost cats and not even keep track of who came with it, then when the cats owners shows up there looking for it how ridiculously they can say they don't have it and not even tell those owners that there were some people wanting to turn in some cats but they turned them away. 

This shelter needs to be SUED in a CLASS ACTION suit for harming all those pet cats they rejected to take in.  Domestic animals are considered "property" by California laws. If we find others' property and take it to PD to turn it in as found, they do not say no just keep it or put it where we found it at.  When we take found pet cats (property) to TCAS/FPD, they say they do not have to impound/accept them.  Is it not bizarre? Animal lover attorneys are welcome to contact us to help us with it this puzzling disparity. Soon we will get into that class action suit too should they act their usual arrogant way.

This shelter, amazingly refuses to help those lost pets and allows them to be lost, starve & be at risk of being harmed out there. They do a complete intentional disservice to us public by not accepting our lost or found pets so we can find & claim them from there. All the government run public animal shelters in California who impound cats must be so unwise because Kelly Miott and Wesley Clark at TCAS think they are wiser in refusing to impound cats. They are NOT!

Our cat was lost 7-9 miles away in Fremont. Days later someone found it and tried to turn it into TCAS. Staff told her even impolitely to put it where she found it & it will find its way home. The cat was starving due to being lost, looking sick & had a kidney disease for which she was on special diet & care & needed to be taken in & immediately examined by a Veterinarian to realize what it needed until its owner came looking for it. Instead, the ignorant, lazy, incompetent & utter uncompassionate staff there, directed the finder to let our cat go meaning remain hungry, thirsty, cold, lost, suffer & die unhelped. These are the kind of folks that are working at an animal shelter. Do we want such people there? Please join me, my family & friends in saying NO WAY, NEVER!!

We looked & did not find our lost cat at TCAS of course thanks to its uncaring staff. We fortunately looked for days, did online lost cat post, kept searching relentlessly & went door-to-door (where it had jumped out) & found the finder & our cat. She took care of it & got it checked by a Vet. even.  A nice layperson who was not a "pet professional" had good judgement, kindness & real care to do right by a lost cat but TCAS' "professionals" earning income did not. Why we tax payers are paying for such City employees' salaries then?

They won't take kittens and cats but if people help them, they come knocking on their doors why they have them and asking them to be licensed.  It is a trap!! They just want the money/fees but no responsibility.  

Many other public members have had similar experiences with TCAS.  Speak up please here and feel free to leave your comments with your own issues you have faced with this shelter and its staff so others know they are not alone.  We will support you and stand with you in all legitimate issues where this shelter has wronged you and violated your rights.  Together we must stand united now.  They can shun one person alone but they cannot ignore us all together. 

Year after year, this shelter wants to do bare minimum, has no vision for improvement for our community animals and fails to even render us due courtesy and service.   How many dog parks we have in Fremont? Lets put a complete end to such practice there NOW before another lost pet and community animal suffers.  They need to either do their duties of helping animals or find other jobs or careers.  

When they are reported sick or injured animals out there, they fail to go help them.  By law, Animal Control has to go help them. Even deceased animals reported lay there for days run over multiple times or eaten by animals & birds that our lost pets even with  microchips we will never know was no more.  If they at least scoop up the deceased animals immediately (which they are suppose to for health and sanitary reasons also) and scan it for microchips, the owner can at least be notified and have some closure.  Many times, they even do not bother reporting stray chipped cats to the rescuers. 

This one sick homeless blind cat Flane ended up dying but TCAS and Kelly Miott did not care to help it. Protest such indifference. Please view and share this petition too.

They even tell us public to go scoop them up the sick or injured ones & try to put us & those animals at risk as most folks may not know how to secure and offer urgent first aid care to such needy animals especially during non business shelter hours.  Does TCAS do our jobs at our workplaces? They sure expect us to do theirs.  This causes those poor animals to again SUFFER INVAIN waiting for help that never comes.

Why FOR MONTHS Victoria is not helped? No valid reason at all. They even lied to someone who contacted them for helping her saying they were not reported it (all those emails they received on it and yet they have the audacity to lie like that) and they even claimed they thought it is "owned".  Utter rubbish. Even if they dilusionally felt it is owned, then also they must go at least and help it and find the owner and if none found then they still should help her. Nothing they say ever makes any sense but they sure come up with excuses nonetheless and will tell it to you with a straight face too.

We reported many such animals usually cats to TCAS and Kelly Miott, yet they ignored them too. We were overburdened to help so many cats and repeatedly out of pocket to not let them suffer. She said once, if we do not want them killed, we should not bring them there or ask help for them.  Even after we recovered many sick commmunity cats, when we requested Kelly Miott to help friendly ones or young kittens further for fostering and adoption or to rescue them out to good rescues, they either ignored or refused it usually saying "they do not have to impound cats".  When we contacted no kill rescues like East Bay SPCA in Oakland & Dublin, Ohlone Humane Society and HSSV, they told us to take them to the "shelter" as they ought to take them.  If we cannot trust these professionals to do their jobs, why we have them around then?  If US President stops doing his duties, are we to go do it? No. We are to protest and either have him do it or unseat him to bring another capable person do it.  We do not put people in their official positions so they can sit there and we do their jobs when they fail to do it.

Sometimes, TCAS began demanding us to license them knowing we were only temporarily helping them back to health.  Imagine all those people good samaritans or individual rescuers posting their rescue videos on Youtube who take on to help needy community cats or domestic animals being forced by their local shelters to license each and every such animal they temporarily try to help.  TCAS has a poor attitude and disposition to always want to blame and punish us public but not show any understanding and compassion towards us with our animal related matters.  We need to get them off this Hitler mindset.  

TCAS refuses to accept kittens & friendly unowned cats too that appear abandoned or are living in cat colonies so they can be protected & rehomed if no owners claim them. More ignorantly, the staff there does not even offer to spay or neuter and vaccinate such cats to avoid them from reproducing & adding to existing serious homeless cats overpopulation. 

There will another petition coming up here soon on how TCAS is ignoring a 30+ cats colony multiplying and many other where kittens and cats are sick, injured and dying and despite being reported of it, they are letting them reproduce and suffer. We offered our help to trap them to help TCAS to help them. They don't want that either.  Cat rescuers labor to control their population where these shelters staff act indifferent to those folks allowing cats to breed and refuse to let anyone else help them either.

Ususally, half or many kittens born to homeless stray cats die young.  They get sick or get killed by some tragedy.  Does it appear from their such decision that these TCAS employees are intelligent? No!!

TCAS has a fully only "Fremont" City or tax payers' funded Community Cats Trap Neuter & Return or Release Program. It means, TCAS can operate it & "Fremont" strays or feral cats can get spayed or neutered there by appointment for "FREE" by Fremont residents or actually any City public member as long the cat is from Fremont. Can you believe it that TCAS cannot seem to be operating it regularly and makes excuses of being short staffed and having no Veterinary staff. Who is stopping it from hiring enough support and Veterinary staff then? Why since 2018 to almost 2022, Kelly Miott has been such an ineffective leader to not even secure a full time Veterinary team. Lets put an end to that and her excuses. By us tax payers helping our local animal shelter fix stray cats, our neighborhoods cats live better lives generally & we experience less cat noises and issues around us.

Most if not all animal shelters and non profit animal rescues, entities or humane societies mainly run on "volunteers" and "fosters" support. No animal rescue organization can operate without volunteers.  Show us one fully staffed by paid employees anywhere in the world.   that operate In years, TCAS team has FAILED to garner that key support.  Other shelters have programs where they let public take their dogs home for a day or two to break away from shelter jail environments. Some have program for kids to come read to cats and small animals.  TCAS does not even bother showcasing its cats by partnering with local pet stores where they are likely to get adopted quickly.  They have NO VISION period. 

They remodeled the shelter building but it still looks like nothing more than a prison for the animals with hardly any windows and outdoor play area.  One or two mingle room(s) lack character and most public cannot even go there to mingle with pets they wish to adopt and are literally FORCED to adopt animals blindly.  A lot happens when animals meet their humans and sometime they create instance magical bond and other times they don't fit.  Pet abandonment is a real issue. TCAS we think is winding it by its lame rules.

They claim they need volunteers & fosters on their website. When folks go there or call them to volunteer or offer to foster animals, they say they are fine and are not needing any.  Even when they accept them, they interestingly accept mostly Caucasian good folks and women for it. We want young children to understand and appreciate animals too so TCAS should have good programs there in place by now to allow kids upclose and monitored interactions with domestic tame animals. 

Since, TCAS is under FPD, all volunteers backgrounds checks are done & they seem to be get finger printed. Most jobs do not require that from public. If TCAS is seperated from being under FPD, volunteers and fosters could just more easily come to join and help TCAS in helping the animals.  Lets ask our officials to free TCAS from FPD very SOON and not require such involved background checks or finger printing of volunteers and fosters.  However, TCAS must do full home visits of fosters with their voluntary consent before taking any foster on board for the welfare of the animals being fostered out. They do not bother with it.  

After COVID-19 restrictions lifted even, TCAS is selectively taking 8 weeks and under kittens on "case-by-case basis" to help & adopt them out. They ususally want to take pretty, already social and healthy kittens when most outdoor kittens strays are untame and have some sickness.  Meaning, they want the cream of the crop. They do not want to put in much effort to help treat sick kittens and foster to socialize them by having great volunteer and foster programs in place. What does this animal shelter staff wants to do then, collect paychecks mainly?

People struggled with their pet issues during COVID-19 and TCAS did nothing to help them.  They offer no free food for needy pet owners.  They offer no free or low cost pet vaccines and surgeries for seniors or low income folks.  They have an ineffective perhaps seasonal kittens fostering program.  They need to let more public offer to foster cats and dogs so they can be homed and not euthanized or mercilessly killed. They need to stop being racists and allow diverse people to join there as employees, volunteers and fosters.  Fremont is what it is now, due to its diverse public here, so how dare TCAS, FPD and City is covertly shunning other than few Caucasian folks who they may know through someone else or fancy to help their animals. Say NO to that! Love for animals is universal across all races folks. 

Kelly Miot & Wesley Clark are the main culprits at TCAS with huge egos and unfriendly, arrogant and quiet dishonest dispositions to be not able to run this shelter competently or effectively.  It is almost funny that if one calls them with some basic questions, the staff answering the phone either has no knowledge of it and has to check with someone and no two persons would tell us the same or similar answer to the same question.  Tells you about the training these people get before serving the shelter or public.

They often mistreat and talk down to folks of color and who have accents but we have folks from UK, Canada, Brazil, Czech, Philippines, India, China, Japan, Mexico and Afganistan, Pakistan, Iran & more wonderful countries and folks from their all have accents of some kind.  American is also an accent type in other countries.  Good news TCAS. Our animals have no accent though.  They matter to us not accents. TCAS refuse who they think of as less of an American equal attention, respect, treatment, dignity, access or entry to the shelter on lame excuses like what do they know about animals as if US has patent on animals.  They treat it like its their home when it is a public animal shelter. They illegally deny public access to even TCAS' public records.  The FPD Records Clerk Agnes Livingston (alivingston@fremont.gov), City Attorney Debra Margolis (dmargolis@fremont.gov) and Deputy City Attorney Lacey Bronwen (blacey@fremont.gov) are unethically in cahoots with TCAS out of control management staff. They need to go.  We do not want unethical public service employees.

It is time, they wake up and hear us and not allow this from TCAS, FPD, Code Enforcement (code_enf@fremont.gov) & City Attorney (cityattorneyoffice@fremont.gov). 

If a person merely exercises his/her Constitutional First Amendment Right to Free Speech & Expression criticizing and voicing concerns against TCAS, FPD, City Attorney and Code Enforcement to them, all of them immediately begin to overtly and covertly conspire, harass and attack him/her abusing their authorities.

They fabricate lies, spread rumors and make up allegations to get one in some kind of legal trouble to suppress one's valid concerns. They refuse to have legitimate and meaningful dialogue with the concerned or complaining party.  It is their way or high way. Please join in to say NO to that unreasonableness of these people.

We are the public. We are the tax payers. We are the voters. We are all humans with EQUAL rights in this country of ours, USA. We want us and our animals to be treated with care, attention, compassion, love, kindness, mercy, respect and fairness.

Believe no excuses of Kelly Miott, TCAS, FPD, City, Code Enforcement or City Attormey on any of these REAL issues. They heard us public NOT when we duly approached them on all of it for YEARS. They RETALIATED instead. They are BAD news!

They LIE blatantly. Their one biggest lie is that they refuse to accept or impound cats from some saying they are not required to by law but then they take in cats from few folks that are obviously on their website for adoption.  They even go do targetted sweeps and confiscate homeless and even outdoor/indoor pet cats and kill them without even giving cat owners legal due process to claim it.  They did that in our neighborhood and literally stole our pet cats.

We should want Kelly Miott & Wesley Clark FIRED or DISMISSED as you know adult people generally do not change or insist that they immediately start doing their duties ethically, competently and legally. We want TCAS to operate transparently.  These people are knowingly violating the laws like licensing more animals to a family, not curtailing 25, 40 and 100 cats homes from having so many, invading Veterinarian/client/patient privilege, denying access to public shelter and records, not helping sick or injured stray/feral cats, ignoring to serve us public by ignoring us and treating us unequally and so on.

We want TCAS to create new volunteer and foster programs without acting racists. We want TCAS to hire full time seasoned Veterinary caring and polite staff. We want TCAS to be seperated from FPD fast. We want TCAS to be open to public and allow public access to its public records and not mislead that some public records are not public using wrong exemptions for it. City Attorney must be prevented from hiding the wrongs of corrupt Kelly Miott, Wesley Clark, TCAS, FPD and any other City employees.

We want TCAS to become an "open" public animal shelter and accept all cats, dogs, rabbits & smaller domestic pets in any condition from anyone 7 days a week from 7am to 7pm. We want TCAS to start a new Community Cats Spay & Nueter Program for Fremont, Newark, Union City & San Leandro to run 4 weekdays and one Saturday per week. We want TCAS to hire more full time support staff and fully train them first.  We want to see more diverse staff at TCAS and FPD. FPD's prior Police Chief Kimberly Peterson (who left recently), new Police Chief Washington (policechief@fremont.gov) and former City Manager Mark Danaj (who left office abruptly under suspicion and had a scandalous history at his prior office as you may google it) shunned listening to our concerns and in media they talked hypocritically of wanting better relationship with us public.  Hypocrisy?

They do not even hear a common public member. We all should want that changed.  You don't hear your constituents, then you got to leave the office.

We want TCAS to join many good and ethical animal rescues to be its contractual partners to rescue more animals out of there ALIVE. Ohlone Humane Society, Feral Cat Foundation, Animal Fix Clinic formerly Fix Our Ferals, Furry Friends, East Bay SPCA in Oakland & Dublin, HSSV, Island Cat Resources & Adoptions, Valley Humane & Hopalong are just a few NOT ethical or good rescues as they operate on racism, discrimination and favoritism and have proved to not even have protested to all of this irregular misconduct of TCAS & FPD with all their team and resources. What good is higher education if it is not put to good of all and society.  We need to boycott them until they come to their senses or so your donations could only help ethical organizations out there.  It is like finding needle in a haystack really. 

Most of these organizations are too afraid to rock the boat.  More forthcoming on some of these rescue organizations in seperate petitions. They have put their cozy relationships of favoritism with TCAS over the welfare of animals overall. These organizations are too busy collecting donations and only helping those few public members with their animal issues who they prefer on their subjective racist and egocentric criterias. They all violate their clients' privacy and gossip about them in the back ground even spreading complete lies. 

Did you know Kelly Miott contacts targetted public members' private Vets and rescues and obtains private and Veterinarian/client/patient information without any legal Order or recourse just because she thinks she can do that to harass them over anything.  This Cheap Shots business ho hold periodic pet vaccines clinics was leaking client information to TCAS as if we have no privacy rights or what.

Beacon, East Bay SPCA, HSSV, Ohlone Humane Society (OHS), Fix Our Feral (FOF) new name Animal Fix Clinic (AFC), Island Cat Resources & Adoption (ICRA), Berkeley Humane Society (BHS), SFSPCA, SF Animal Care Services (SFACC), Oakland Animal Shelter (OAS), Friends of Oakland Animal Services (FOAS), Hayward Animal Shelter (HAS) are ones willingly violating its clients' us public's privacy to TCAS and vice versa. Beware. They all post "privacy policies" but honor them not.

TCAS and Kelly Miott ignores to look into animals neglect, number, abuse or licensing related issues if it involves some Caucasian persons or its own shelter staff.  Its staff feeds stray or feral cats at the shelter, yet it goes out and threatens and cites others to not feed homeless cats especially they threaten Asians as they find them easy to intimidate we guess.  TCAS mislabeles domestic cats as "wild" animals and tells some non Caucasian rescuers doing legitimate TNR to not feed them but then overlooks some Caucasian businesses and folks feeding cats. 

We need to change local Fremont code to remove any code from the books that prohibits feeding stray cats because Union City does not have prohibition against feeding homeless cats.  How is it better to let homeless cats starve and they do? They do not want them fed, then start TNR program, home friendly strays and build sanctuaries for rest so they get cared for there. We will fund those with our taxes rather than pay to euthanize all of them. 

Cats are not wild animals but they are domestic animals. Law does not categorize them as wild animals.  They need help of us humans. They need to eat too and not starve and die.  Ask TCAS and FPD to try not eating for two days and see how it feels to them.  There are not enough rodents and bugs for the cats to survive on.  They deserve cat food & water at least. 

WE NEED MORE GOVERNMENT RUN CATS AND DOGS SANCTUARIES IN USA TO HELP PREVENT AND ONE DAY ELIMINATE THEIR HOMELESSNESS. They live a very tough life out there and anybody who disagree has not actually been out there to where these cats live and die suffering.  One has to wonder with so many rescue organizations operating for years why they have not controlled homeless cats population.

City Attorney Debra Margolis (dmargolis@fremont.gov) and Deputy City Attorney Lacey Bronwen (blacey@fremont.gov)  unethically allow it.  It is their duty to see to it that City staff conduct their duties within the bounds of the law and advise them to operate legally. 

Kelly Miott issued 10+ cats and a dog  license to a Caucasian Fremont family when one can only have 4 cats or 5 animals in the City.  That person actually owned 25+ cats. TCAS ignored the overlimit cats in that Caucasian person' case happily. There is another lady Marie M. with 42+ cats in Fremont and Kelly Miott did nothing really about it either. 

In Union City a Feral Cat Foundation member named Michelle S. has kept 100+ and at times 120 cats in a small home for years and Union City Animal Control and Code Enforcement has done nothing really about it.  They know of it fully well.  

In comparison or obvious racism, a hardworking animal well wisher Asian woman in Fremont who was working with an independent feral cat trapper/rescuer to get her neighborhood cats (40-50) all spayed and neutered was once visited by TCAS marked Police truck and FPD few marked cars too and they scared and embarrassed her in her community ruining her good standing for just being kind to a few cat who clearly were starving. On a cat feeding complaint, they threatened to cite her and mistreated her like she was some serious criminal.  All those homeless folks are littering everywhere in Fremont and Union City in major way and yet the Police does NOTHING about that.  Only 10 or so cats just hung near her home seeking love that she had to offer them.  A few of those cats even became friendly over time just by her being nice to them, yet TCAS did not help any of them to take the friendly ones for adoption.  They add to cats' homelessness like this too. 

Some nosy neighbor invaded her privacy taking pictures of her and a few cats eating in her "backyard". She needed to feed them to gain their trust so they come and get trapped.  It was to help them all get fixed unlike that nosy neighbor who did nothing to help those cats but just complained of them.  This is after TCAS had refused to do anything to help her get those feral cats fixed or treat those looking sick. They even did not help her fix those cats while they had a free TNR program functional around then.  They don't bother telling folks about it even.  The sheer unreasonableness of TCAS is unconscionable. 

They won't help with a cat issue if a public member requests them but they sure will come to punish one regarding an animal issue on a complaint or on their own too. These are some highly unreasonable and mean personalities indeed to treat people who are trying to help animals like this. The real animal abuser, they neglect to go after. Bravo!! Do we want these folks who have screwed up value system?

People are not wanting to be having many cats.  When TCAS gives them no help and leaves those needy cats in dust, kind folks step up to help as many possible.  They need not have to do that if TCAS just does their jobs. We will all help TCAS get more staff, volunteers, donations, fosters, supplies needed and much more if it just begin to be willing to help our community folks with animals and animals. We all should want to work as a team.  The strength is in numbers folks remember that.  We want numbers. Sign, share and spread awareness on this petition and others supporting animals welfare.  

Rise, join and reach out to higher officials by calls, texts, emails, letters, faxes, comment on TCAS and FPD on their Facebook and Nextdoor pages, do honest Google reviews to affect their ratings so they have to pay attention to us and stop in person or sign up for a Zoom meeting at Council meetings to nonstop urge the Council Members to help all of us public members and our animals and STOP these named parties above from misusing and abusing their authorities.  You have a right to video record any police officer or Animal Control Officer doing their jobs so capture them and their conduct for the record and share it everywhere you can.  Go their with body cam like they come to us wearing it.  These days action cameras are so inexpensive and readily available and will do great as body cams.  

Demand to know, why they refuse to impound cats & refuse to accept any answer but that they will accept them. Demand to know why we cannot go into the shelter and meet the animals. Imagine how awful those jailed animals must feel for having so little human interactions.  Demand to find out why cannot we review public records when California Public Record Act (CPRA) allows it.  Demand to know why is feral cat TNR program is not operating or it must be started.  Demand an answer when is the new full time Veterinarian joining the shelter and much more.  Take no excuses for answers.

Change happens when we speak up at the risk of being retaliated against, fight injustice and support and protect the vulnerables. We all could be targetted by powers and tyrants. Giving up without a fight is a sign of a loser.

This homeless or stray Fremont cat we have renamed Victoria in picture has been repeatedly reported sick to TCAS (Tri City Animal Shelter) for MONTHS needing desperate help, is suffering like this & is getting worst, but Kelly Miott & TCAS refuses to send Animal Control staff to get her.  Please ask TCAS to help her by treating her, not kill her and find it a good home as it acts nice. She is a trooper cat fighting to live through so much PAIN. We asked many other shelters and rescues to help her,  but they did NOT. This is ANIMAL CRUELTY OF KELLY MIOTT!! Lets put an end to it and get her prosecuted for it. If you or I had ignored a sick pet cat or creature like this, we will have been charged with animal neglect or cruelty. Why TCAS and Kelly Miott should not be. They were sent photos and location of this cat. This cat's eye was infected, it then bulged out untreated and now it has ruptured. It needs an eye removal surgery ASAP.  Victoria can see from one eye still. She is a nice acting cat. She has been living in a feral cat colony for a over a year. The person feeder who regularly feeds her seem to work with an animal rescue organization and still has not helped her.

It is not just about one Victoria. It is about all other such cats who need help and as public if we just always keep doing these shelters' staff's jobs, then when will they do theirs? We have tried to get or trap Victoria but have no funds to treat her on our own.  Is there a philanthropist Veterinarian here who could offer to treat Victoria for free? Let us know please. We have already helped hundreds like her so where does it end and when will TCAS start doing its job then? Are we receiving hardworking taxpayers' donations or government's funds or grants to help all such animals and can we realistically rescue them all alone and go do anything else? Rescues and shelters even have staff and volunteers to accomplish their rescue work. 

Veterinarians and attorneys make plenty of money, they are not jumping in to offer their services for Victoria's right for charity yet. How can regular one person or handful of persons can afford hundred and  thousands every time that these Veterinarians often require to treat an animal? Why our animals shelters won't do their jobs is the issue here.  

In this other OAS kittens case, four persons had to step in to just try to save three kittens and one still died because of Oakland Animal Shelter's (OAS)  negligent and uncaring staff who failed to do the right thing. Many of these shelters not doing their duties unbiasedly and ethically is a norm. Public who does not rescue animals do not get to realize that. This is to bring awareness to that issue and energize public to not allow it and move for changing such inhumane and indifference ways of these shelters and its arrogant, control freak and some racist staff.

This is about changing the way TCAS operates and does not help animals it should and not letting it remain a very high kill animal shelter.

Tri City Animal Shelter (TCAS) (animalshelter@fremont.gov) is in Fremont, CA & it comes under Fremont Police Department.  TCAS is the animal shelter for Fremont, Union City, Newark & even San Leandro. TCAS' Manager/Administrator is a Caucasian woman Ms. Kelly Miott (kmiott@fremont.gov) (Direct: 510-790-6646) and Caucasian Mr. Wesley Clark (510-790-6640) is a Supervisor and they both act racist towards other races folks. Ms. Miott took her position there around 2018. Her predecessor Sandra Stradler had abruptly left and retired TCAS in struggling state. She was bad news having a very high shelter animals kill rate.

For years this shelter animals kill rate has been very high (50%-60%, meaning half of the even healthy animals going in there loose their lives) & those statistics are posted on its website. (http://www.tricityanimalshelter.org/Search?searchPhrase=Statistics

TCAS seem to manipulate its stats to appear better than they truly are.  Sometimes, they hide the animals stats they actually impounded. They do not even bother posting all found animals on shelter lost and found website as they are suppose & required to. Too lazy? They actually have a found cats section online but Ms. Miott actually says she is not required to impound cats so did those cats in shelter ran into shelter by themselves or came down the chimney like our beloved Santa Clause does? Talk about blatant dishonest disposition here. She must have passed the background check to get this job and so a clear criminal background DOES NOT mean the person is actually honest as we can clearly see here. 

Kelly Miott is trying to fool the system by taking mostly healthy and adoptable animals there so she can say she improved shelter kill rate. Her sinister trick to increase shelter kill rate is: oh let's take in all cream of the crop kitties (healthy & young desirable ones) and they can be saved & live and let's say oh I have improved shelter kill rate to be 100% or 95%. Yeppy!! Please! We are onto that attempt to dupe us public.  Good shelters accept animals in all conditions and those that treat & save a higher number are worthy to have earned their real stats.

Did you know that even HSSV, Humane Society of Silicon Valley in Milpitas tries to do that and this is one super rich organization (thanks to public donations), yet look how low inventory of cats they have on their website while friendly, young and owners who cannot keep their cats for good reasons are struggling to find a safe haven. www.hssv.org/adopt/#available_animals 

HSSV often rejects people wanting to turn kittens and tame cats in.  Funny they accept donations from people all over the world and then they do not care about "jurisdiction" but when people from other than Sunnyvale take kittens there,  they say oh we cannot accept them due to jurisdiction reasons or something.  Private non government animal shelters and non profit rescues are not bound by jurisdiction actually.  Good government shelters and private rescues accept animals in all conditions and those that treat & save a higher number are worthy to have earned their real stats. 

Throughout past decades, TCAS has really not been proactive in improving its animals kill or adoption rate which is a shame. They are not nice to most public members especially those who are not Caucasians.  They practice racist different strokes for different folks.  It bothers us why any public service employees or persons would think of themselves to be superior to us public who they are meant to offer good customer service to.  City of Fremont has seen such drastic growth in years and yet its tiny animal shelter covering four cities is practicing ancient practices still of not medically properly treating animals or killing most of them. We want this shelter to do better for our animals. Right?

They have not even been able to hire even a single full time competent Veterinarian and Veterinarian Technician or Assistant for years since Ms. Miott joined TCAS. They hire part time or contractual different Veterinarians on as needed basis to treat shelter animals and has Beacon in Fremont as its partner 24 hour clinic. Ms. Miott, who is not a Veterinarian even instructs Beacon medical staff to simply euthanize sick or injured stray cats turned in their by good samaritans or others.  If one takes a deceased, sick or injured stray or feral cat to Beacon after hour as a good samaritan as anyone can from tri city area free of charge, it is 99% likely going to be put down.  Beacon is another place to avoid until we bring about this change that our community animals have a chance. 

This has been conveyed by Beacon staff but Ms. Miott will deny it that she authorizing killing of animals. A licensed Veterinarian should be the one to ethically decide on whether an animal needs to be put to sleep for medical reasons. TCAS does not value a stray cat's life at all. Union City Animal Control website clearly says if they get a feral cat, it will be killed. Why not just spay or neuter the little creature and let it go back and live its life for heaven's sake.   

TCAS staff pretends to help some sick or injured animals depending on "who" brought it into TCAS or Beacon; basically on silent or hidden racists criterias. A school teacher, a police officer and some other special person may get one's rescue cat in there but not us common folks as we are not good enough for them we suppose.  It is not about us people; it is about these animals who need help unbiasedly and unconditionally period.

They are always claiming to be short staffed. Throughout COVID-19, this shelter was closed mostly while some other animal shelters few miles away in San Jose were still offering many services to animals & public, even spaying & neutering homeless feral or stray felines. 

TCAS operated on a extremely limited basis & allowed its community animals to suffer. The animals, such as stray & ferals cats, lost, found, sick, injured, abused or neglected community animals suffered greatly.  TCAS excuse to all that was that due to COVID-19 they could not do much to help them then. That is a farce. Before & after COVID-19 period, TCAS did ignore and is knowingly ignoring such animals to date!! They are even open now. They always want to do less work.  With the City where cats are needing help, TCAS has barely 10 cats on its website.  Less cats=less work of course!! 

TCAS Ms. Miott & Mr. Clark refuses to even accept owned lost & found and friendly stray cats saying "put it back out there" or that they are "not legally required to impound cats" period. They quote some organization as a lame excuse for denying to take in lost or found animals. Hey they should not just use some blanket excuse always to reject cats but must use some logic and judgement in each case to determine what would be best for the cat don't we think?

Most pet owners turn to local shelter to search for their lost pets. If these people turns away accepting lost cats and not even keep track of who came with it, then when the cats owners shows up there looking for it how ridiculously they can say they don't have it and not even tell those owners that there were some people wanting to turn in some cats but they turned them away. 

This shelter needs to be SUED in a CLASS ACTION suit for harming all those pet cats they rejected to take in.  Domestic animals are considered "property" by California laws. If we find others' property and take it to PD to turn it in as found, they do not say no just keep it or put it where we found it at.  When we take found pet cats (property) to TCAS/FPD, they say they do not have to impound/accept them.  Is it not bizarre? Animal lover attorneys are welcome to contact us to help us with it this puzzling disparity. Soon we will get into that class action suit too should they act their usual arrogant way.

This shelter, amazingly refuses to help those lost pets and allows them to be lost, starve & be at risk of being harmed out there. They do a complete intentional disservice to us public by not accepting our lost or found pets so we can find & claim them from there. All the government run public animal shelters in California who impound cats must be so unwise because Kelly Miott and Wesley Clark at TCAS think they are wiser in refusing to impound cats. They are NOT!

Our cat was lost 7-9 miles away in Fremont. Days later someone found it and tried to turn it into TCAS. Staff told her even impolitely to put it where she found it & it will find its way home. The cat was starving due to being lost, looking sick & had a kidney disease for which she was on special diet & care & needed to be taken in & immediately examined by a Veterinarian to realize what it needed until its owner came looking for it. Instead, the ignorant, lazy, incompetent & utter uncompassionate staff there, directed the finder to let our cat go meaning remain hungry, thirsty, cold, lost, suffer & die unhelped. These are the kind of folks that are working at an animal shelter. Do we want such people there? Please join me, my family & friends in saying NO WAY, NEVER!!

We looked & did not find our lost cat at TCAS of course thanks to its uncaring staff. We fortunately looked for days, did online lost cat post, kept searching relentlessly & went door-to-door (where it had jumped out) & found the finder & our cat. She took care of it & got it checked by a Vet. even.  A nice layperson who was not a "pet professional" had good judgement, kindness & real care to do right by a lost cat but TCAS' "professionals" earning income did not. Why we tax payers are paying for such City employees' salaries then?

They won't take kittens and cats but if people help them, they come knocking on their doors why they have them and asking them to be licensed.  It is a trap!! They just want the money/fees but no responsibility.  

Many other public members have had similar experiences with TCAS.  Speak up please here and feel free to leave your comments with your own issues you have faced with this shelter and its staff so others know they are not alone.  We will support you and stand with you in all legitimate issues where this shelter has wronged you and violated your rights.  Together we must stand united now.  They can shun one person alone but they cannot ignore us all together. 

Year after year, this shelter wants to do bare minimum, has no vision for improvement for our community animals and fails to even render us due courtesy and service.   How many dog parks we have in Fremont? Lets put a complete end to such practice there NOW before another lost pet and community animal suffers.  They need to either do their duties of helping animals or find other jobs or careers.  

When they are reported sick or injured animals out there, they fail to go help them.  By law, Animal Control has to go help them. Even deceased animals reported lay there for days run over multiple times or eaten by animals & birds that our lost pets even with  microchips we will never know was no more.  If they at least scoop up the deceased animals immediately (which they are suppose to for health and sanitary reasons also) and scan it for microchips, the owner can at least be notified and have some closure.  Many times, they even do not bother reporting stray chipped cats to the rescuers. 

This one sick homeless blind cat Flane ended up dying but TCAS and Kelly Miott did not care to help it. Protest such indifference. Please view and share this petition too.

They even tell us public to go scoop them up the sick or injured ones & try to put us & those animals at risk as most folks may not know how to secure and offer urgent first aid care to such needy animals especially during non business shelter hours.  Does TCAS do our jobs at our workplaces? They sure expect us to do theirs.  This causes those poor animals to again SUFFER INVAIN waiting for help that never comes.

Why FOR MONTHS Victoria is not helped? No valid reason at all. They even lied to someone who contacted them for helping her saying they were not reported it (all those emails they received on it and yet they have the audacity to lie like that) and they even claimed they thought it is "owned".  Utter rubbish. Even if they dilusionally felt it is owned, then also they must go at least and help it and find the owner and if none found then they still should help her. Nothing they say ever makes any sense but they sure come up with excuses nonetheless and will tell it to you with a straight face too.

We reported many such animals usually cats to TCAS and Kelly Miott, yet they ignored them too. We were overburdened to help so many cats and repeatedly out of pocket to not let them suffer. She said once, if we do not want them killed, we should not bring them there or ask help for them.  Even after we recovered many sick commmunity cats, when we requested Kelly Miott to help friendly ones or young kittens further for fostering and adoption or to rescue them out to good rescues, they either ignored or refused it usually saying "they do not have to impound cats".  When we contacted no kill rescues like East Bay SPCA in Oakland & Dublin, Ohlone Humane Society and HSSV, they told us to take them to the "shelter" as they ought to take them.  If we cannot trust these professionals to do their jobs, why we have them around then?  If US President stops doing his duties, are we to go do it? No. We are to protest and either have him do it or unseat him to bring another capable person do it.  We do not put people in their official positions so they can sit there and we do their jobs when they fail to do it.

Sometimes, TCAS began demanding us to license them knowing we were only temporarily helping them back to health.  Imagine all those people good samaritans or individual rescuers posting their rescue videos on Youtube who take on to help needy community cats or domestic animals being forced by their local shelters to license each and every such animal they temporarily try to help.  TCAS has a poor attitude and disposition to always want to blame and punish us public but not show any understanding and compassion towards us with our animal related matters.  We need to get them off this Hitler mindset.  

TCAS refuses to accept kittens & friendly unowned cats too that appear abandoned or are living in cat colonies so they can be protected & rehomed if no owners claim them. More ignorantly, the staff there does not even offer to spay or neuter and vaccinate such cats to avoid them from reproducing & adding to existing serious homeless cats overpopulation. 

There will another petition coming up here soon on how TCAS is ignoring a 30+ cats colony multiplying and many other where kittens and cats are sick, injured and dying and despite being reported of it, they are letting them reproduce and suffer. We offered our help to trap them to help TCAS to help them. They don't want that either.  Cat rescuers labor to control their population where these shelters staff act indifferent to those folks allowing cats to breed and refuse to let anyone else help them either.

Ususally, half or many kittens born to homeless stray cats die young.  They get sick or get killed by some tragedy.  Does it appear from their such decision that these TCAS employees are intelligent? No!!

TCAS has a fully only "Fremont" City or tax payers' funded Community Cats Trap Neuter & Return or Release Program. It means, TCAS can operate it & "Fremont" strays or feral cats can get spayed or neutered there by appointment for "FREE" by Fremont residents or actually any City public member as long the cat is from Fremont. Can you believe it that TCAS cannot seem to be operating it regularly and makes excuses of being short staffed and having no Veterinary staff. Who is stopping it from hiring enough support and Veterinary staff then? Why since 2018 to almost 2022, Kelly Miott has been such an ineffective leader to not even secure a full time Veterinary team. Lets put an end to that and her excuses. By us tax payers helping our local animal shelter fix stray cats, our neighborhoods cats live better lives generally & we experience less cat noises and issues around us.

Most if not all animal shelters and non profit animal rescues, entities or humane societies mainly run on "volunteers" and "fosters" support. No animal rescue organization can operate without volunteers.  Show us one fully staffed by paid employees anywhere in the world.   that operate In years, TCAS team has FAILED to garner that key support.  Other shelters have programs where they let public take their dogs home for a day or two to break away from shelter jail environments. Some have program for kids to come read to cats and small animals.  TCAS does not even bother showcasing its cats by partnering with local pet stores where they are likely to get adopted quickly.  They have NO VISION period. 

They remodeled the shelter building but it still looks like nothing more than a prison for the animals with hardly any windows and outdoor play area.  One or two mingle room(s) lack character and most public cannot even go there to mingle with pets they wish to adopt and are literally FORCED to adopt animals blindly.  A lot happens when animals meet their humans and sometime they create instance magical bond and other times they don't fit.  Pet abandonment is a real issue. TCAS we think is winding it by its lame rules.

They claim they need volunteers & fosters on their website. When folks go there or call them to volunteer or offer to foster animals, they say they are fine and are not needing any.  Even when they accept them, they interestingly accept mostly Caucasian good folks and women for it. We want young children to understand and appreciate animals too so TCAS should have good programs there in place by now to allow kids upclose and monitored interactions with domestic tame animals. 

Since, TCAS is under FPD, all volunteers backgrounds checks are done & they seem to be get finger printed. Most jobs do not require that from public. If TCAS is seperated from being under FPD, volunteers and fosters could just more easily come to join and help TCAS in helping the animals.  Lets ask our officials to free TCAS from FPD very SOON and not require such involved background checks or finger printing of volunteers and fosters.  However, TCAS must do full home visits of fosters with their voluntary consent before taking any foster on board for the welfare of the animals being fostered out. They do not bother with it.  

After COVID-19 restrictions lifted even, TCAS is selectively taking 8 weeks and under kittens on "case-by-case basis" to help & adopt them out. They ususally want to take pretty, already social and healthy kittens when most outdoor kittens strays are untame and have some sickness.  Meaning, they want the cream of the crop. They do not want to put in much effort to help treat sick kittens and foster to socialize them by having great volunteer and foster programs in place. What does this animal shelter staff wants to do then, collect paychecks mainly?

People struggled with their pet issues during COVID-19 and TCAS did nothing to help them.  They offer no free food for needy pet owners.  They offer no free or low cost pet vaccines and surgeries for seniors or low income folks.  They have an ineffective perhaps seasonal kittens fostering program.  They need to let more public offer to foster cats and dogs so they can be homed and not euthanized or mercilessly killed. They need to stop being racists and allow diverse people to join there as employees, volunteers and fosters.  Fremont is what it is now, due to its diverse public here, so how dare TCAS, FPD and City is covertly shunning other than few Caucasian folks who they may know through someone else or fancy to help their animals. Say NO to that! Love for animals is universal across all races folks. 

Kelly Miot & Wesley Clark are the main culprits at TCAS with huge egos and unfriendly, arrogant and quiet dishonest dispositions to be not able to run this shelter competently or effectively.  It is almost funny that if one calls them with some basic questions, the staff answering the phone either has no knowledge of it and has to check with someone and no two persons would tell us the same or similar answer to the same question.  Tells you about the training these people get before serving the shelter or public.

They often mistreat and talk down to folks of color and who have accents but we have folks from UK, Canada, Brazil, Czech, Philippines, India, China, Japan, Mexico and Afganistan, Pakistan, Iran & more wonderful countries and folks from their all have accents of some kind.  American is also an accent type in other countries.  Good news TCAS. Our animals have no accent though.  They matter to us not accents. TCAS refuse who they think of as less of an American equal attention, respect, treatment, dignity, access or entry to the shelter on lame excuses like what do they know about animals as if US has patent on animals.  They treat it like its their home when it is a public animal shelter. They illegally deny public access to even TCAS' public records.  The FPD Records Clerk Agnes Livingston (alivingston@fremont.gov), City Attorney Debra Margolis (dmargolis@fremont.gov) and Deputy City Attorney Lacey Bronwen (blacey@fremont.gov) are unethically in cahoots with TCAS out of control management staff. They need to go.  We do not want unethical public service employees.

It is time, they wake up and hear us and not allow this from TCAS, FPD, Code Enforcement (code_enf@fremont.gov) & City Attorney (cityattorneyoffice@fremont.gov). 

If a person merely exercises his/her Constitutional First Amendment Right to Free Speech & Expression criticizing and voicing concerns against TCAS, FPD, City Attorney and Code Enforcement to them, all of them immediately begin to overtly and covertly conspire, harass and attack him/her abusing their authorities.

They fabricate lies, spread rumors and make up allegations to get one in some kind of legal trouble to suppress one's valid concerns. They refuse to have legitimate and meaningful dialogue with the concerned or complaining party.  It is their way or high way. Please join in to say NO to that unreasonableness of these people.

We are the public. We are the tax payers. We are the voters. We are all humans with EQUAL rights in this country of ours, USA. We want us and our animals to be treated with care, attention, compassion, love, kindness, mercy, respect and fairness.

Believe no excuses of Kelly Miott, TCAS, FPD, City, Code Enforcement or City Attormey on any of these REAL issues. They heard us public NOT when we duly approached them on all of it for YEARS. They RETALIATED instead. They are BAD news!

They LIE blatantly. Their one biggest lie is that they refuse to accept or impound cats from some saying they are not required to by law but then they take in cats from few folks that are obviously on their website for adoption.  They even go do targetted sweeps and confiscate homeless and even outdoor/indoor pet cats and kill them without even giving cat owners legal due process to claim it.  They did that in our neighborhood and literally stole our pet cats.

We should want Kelly Miott & Wesley Clark FIRED or DISMISSED as you know adult people generally do not change or insist that they immediately start doing their duties ethically, competently and legally. We want TCAS to operate transparently.  These people are knowingly violating the laws like licensing more animals to a family, not curtailing 25, 40 and 100 cats homes from having so many, invading Veterinarian/client/patient privilege, denying access to public shelter and records, not helping sick or injured stray/feral cats, ignoring to serve us public by ignoring us and treating us unequally and so on.

We want TCAS to create new volunteer and foster programs without acting racists. We want TCAS to hire full time seasoned Veterinary caring and polite staff. We want TCAS to be seperated from FPD fast. We want TCAS to be open to public and allow public access to its public records and not mislead that some public records are not public using wrong exemptions for it. City Attorney must be prevented from hiding the wrongs of corrupt Kelly Miott, Wesley Clark, TCAS, FPD and any other City employees.

We want TCAS to become an "open" public animal shelter and accept all cats, dogs, rabbits & smaller domestic pets in any condition from anyone 7 days a week from 7am to 7pm. We want TCAS to start a new Community Cats Spay & Nueter Program for Fremont, Newark, Union City & San Leandro to run 4 weekdays and one Saturday per week. We want TCAS to hire more full time support staff and fully train them first.  We want to see more diverse staff at TCAS and FPD. FPD's prior Police Chief Kimberly Peterson (who left recently), new Police Chief Washington (policechief@fremont.gov) and former City Manager Mark Danaj (who left office abruptly under suspicion and had a scandalous history at his prior office as you may google it) shunned listening to our concerns and in media they talked hypocritically of wanting better relationship with us public.  Hypocrisy?

They do not even hear a common public member. We all should want that changed.  You don't hear your constituents, then you got to leave the office.

We want TCAS to join many good and ethical animal rescues to be its contractual partners to rescue more animals out of there ALIVE. Ohlone Humane Society, Feral Cat Foundation, Animal Fix Clinic formerly Fix Our Ferals, Furry Friends, East Bay SPCA in Oakland & Dublin, HSSV, Island Cat Resources & Adoptions, Valley Humane & Hopalong are just a few NOT ethical or good rescues as they operate on racism, discrimination and favoritism and have proved to not even have protested to all of this irregular misconduct of TCAS & FPD with all their team and resources. What good is higher education if it is not put to good of all and society.  We need to boycott them until they come to their senses or so your donations could only help ethical organizations out there.  It is like finding needle in a haystack really.

They have put their cozy relationships of favoritism with TCAS over the welfare of animals overall. These organizations are too busy collecting donations and only helping those few public members with their animal issues who they prefer on their subjective racist and egocentric criterias. They all violate their clients' privacy and gossip about them in the back ground even spreading complete lies. 

Did you know Kelly Miott contacts targetted public members' private Vets and rescues and obtains private and Veterinarian/client/patient information without any legal Order or recourse just because she thinks she can do that to harass them over anything.  This Cheap Shots business ho hold periodic pet vaccines clinics was leaking client information to TCAS as if we have no privacy rights or what.

Beacon, East Bay SPCA, HSSV, Ohlone Humane Society (OHS), Fix Our Feral (FOF) new name Animal Fix Clinic (AFC), Island Cat Resources & Adoption (ICRA), Berkeley Humane Society (BHS), SFSPCA, SF Animal Care Services (SFACC), Oakland Animal Shelter (OAS), Friends of Oakland Animal Services (FOAS), Hayward Animal Shelter (HAS) are ones willingly violating its clients' us public's privacy to TCAS and vice versa. Beware. They all post "privacy policies" but honor them not.

TCAS and Kelly Miott ignores to look into animals neglect, number, abuse or licensing related issues if it involves some Caucasian persons or its own shelter staff.  Its staff feeds stray or feral cats at the shelter, yet it goes out and threatens and cites others to not feed homeless cats especially they threaten Asians as they find them easy to intimidate we guess.  TCAS mislabeles domestic cats as "wild" animals and tells some non Caucasian rescuers doing legitimate TNR to not feed them but then overlooks some Caucasian businesses and folks feeding cats. 

We need to change local Fremont code to remove any code from the books that prohibits feeding stray cats because Union City does not have prohibition against feeding homeless cats.  How is it better to let homeless cats starve and they do? They do not want them fed, then start TNR program, home friendly strays and build sanctuaries for rest so they get cared for there. We will fund those with our taxes rather than pay to euthanize all of them. 

Cats are not wild animals but they are domestic animals. Law does not categorize them as wild animals.  They need help of us humans. They need to eat too and not starve and die.  Ask TCAS and FPD to try not eating for two days and see how it feels to them.  There are not enough rodents and bugs for the cats to survive on.  They deserve cat food & water at least. 

WE NEED MORE GOVERNMENT RUN CATS AND DOGS SANCTUARIES IN USA TO HELP PREVENT AND ONE DAY ELIMINATE THEIR HOMELESSNESS. They live a very tough life out there and anybody who disagree has not actually been out there to where these cats live and die suffering.  One has to wonder with so many rescue organizations operating for years why they have not controlled homeless cats population.

City Attorney Debra Margolis (dmargolis@fremont.gov) and Deputy City Attorney Lacey Bronwen (blacey@fremont.gov)  unethically allow it.  It is their duty to see to it that City staff conduct their duties within the bounds of the law and advise them to operate legally. 

Kelly Miott issued 10+ cats and a dog  license to a Caucasian Fremont family when one can only have 4 cats or 5 animals in the City.  That person actually owned 25+ cats. TCAS ignored the overlimit cats in that Caucasian person' case happily. There is another lady Marie M. with 42+ cats in Fremont and Kelly Miott did nothing really about it either. 

In Union City a Feral Cat Foundation member named Michelle S. has kept 100+ and at times 120 cats in a small home for years and Union City Animal Control and Code Enforcement has done nothing really about it.  They know of it fully well.  

In comparison or obvious racism, a hardworking animal well wisher Asian woman in Fremont who was working with an independent feral cat trapper/rescuer to get her neighborhood cats (40-50) all spayed and neutered was once visited by TCAS marked Police truck and FPD few marked cars too and they scared and embarrassed her in her community ruining her good standing for just being kind to a few cat who clearly were starving. On a cat feeding complaint, they threatened to cite her and mistreated her like she was some serious criminal.  All those homeless folks are littering everywhere in Fremont and Union City in major way and yet the Police does NOTHING about that.  Only 10 or so cats just hung near her home seeking love that she had to offer them.  A few of those cats even became friendly over time just by her being nice to them, yet TCAS did not help any of them to take the friendly ones for adoption.  They add to cats' homelessness like this too. 

Some nosy neighbor invaded her privacy taking pictures of her and a few cats eating in her "backyard". She needed to feed them to gain their trust so they come and get trapped.  It was to help them all get fixed unlike that nosy neighbor who did nothing to help those cats but just complained of them.  This is after TCAS had refused to do anything to help her get those feral cats fixed or treat those looking sick. They even did not help her fix those cats while they had a free TNR program functional around then.  They don't bother telling folks about it even.  The sheer unreasonableness of TCAS is unconscionable. 

They won't help with a cat issue if a public member requests them but they sure will come to punish one regarding an animal issue on a complaint or on their own too. These are some highly unreasonable and mean personalities indeed to treat people who are trying to help animals like this. The real animal abuser, they neglect to go after. Bravo!! Do we want these folks who have screwed up value system?

People are not wanting to be having many cats.  When TCAS gives them no help and leaves those needy cats in dust, kind folks step up to help as many possible.  They need not have to do that if TCAS just does their jobs. We will all help TCAS get more staff, volunteers, donations, fosters, supplies needed and much more if it just begin to be willing to help our community folks with animals and animals. We all should want to work as a team.  The strength is in numbers folks remember that.  We want numbers. Sign, share and spread awareness on this petition and others supporting animals welfare.  

Rise, join and reach out to higher officials by calls, texts, emails, letters, faxes, comment on TCAS and FPD on their Facebook and Nextdoor pages, do honest Google reviews to affect their ratings so they have to pay attention to us and stop in person or sign up for a Zoom meeting at Council meetings to nonstop urge the Council Members to help all of us public members and our animals and STOP these named parties above from misusing and abusing their authorities.  You have a right to video record any police officer or Animal Control Officer doing their jobs so capture them and their conduct for the record and share it everywhere you can.  Go their with body cam like they come to us wearing it.  These days action cameras are so inexpensive and readily available and will do great as body cams.  

Demand to know, why they refuse to impound cats & refuse to accept any answer but that they will accept them. Demand to know why we cannot go into the shelter and meet the animals. Imagine how awful those jailed animals must feel for having so little human interactions.  Demand to find out why cannot we review public records when California Public Record Act (CPRA) allows it.  Demand to know why is feral cat TNR program is not operating or it must be started.  Demand an answer when is the new full time Veterinarian joining the shelter and much more.  Take no excuses for answers.
