STOP the vehicle congestion in Adelaide's north-eastern suburbs

STOP the vehicle congestion in Adelaide's north-eastern suburbs
The issue
Lack of vehicular access across the River Torrens.
The traffic congestion at the intersection of 2 arterial roads (George Street & Lower North East Road, Paradise) needs to be addressed. This is the only vehicular crossing in the area servicing many suburbs. The closure of the Silkes Road / Reids Road Ford (in approximately 2002 according to CTTG due to a history of flooding and road safety issues) has caused and attributed to the traffic congestion.
There has been substantial residential development in the Highbury, Dernancourt, Paradise and Athelstone areas since 2002, yet there has been no change in the vehicular infrastructure to accommodate the increase in the number of vehicles using the roads in these areas, but rather a closure of roads, which has caused a "bottle-neck" at the George Street / Lower North East Road intersection.
For those drivers wishing to traverse from Dernancourt/Highbury/Vista to Paradise/Athelstone, and vice-versa, this is the only means of crossing the river. The next crossing is at Chain Of Ponds (in excess of 20km away from the said intersection).
A fatality at the George Street / Lower North East Road intersection, occurring on 4th February 2016, numerous minor accidents and the many roadworks occurring in the vicinity, has caused serious delays for motorists. Therefore the safety of the intersection must be addressed, as well as an investigation into the traffic volume.
We propose that another arterial road linking the suburbs be constructed to alleviate the traffic congestion.
