Whistleblowing protection for self-employed medical professionals
Проблема
I have been working as a self employed Forensic Physician for the last 15 years for various Police Forces in the United Kingdom. It came to my attention that there was a disproportion on the number of Intimate Searches on non-white individuals within one of the Police Forces in UK. I escalated this in an informal way with several Police Officers. It appeared later on that Police officials were aware of the issue for a longer time.In July 2019 I was involved in a medical care of one Detainee who was on a Hunger strike at one of the Police stations. The Hunger strike lasted 20 days and it wasn’t before 7 days the service provision Company became aware of it and took the action. In the meantime I was criticised by the Inspector and called “nonprofessional” whilst dealing with the Detainee and preparing Care plan for Custody. I had to write a letter to the Police force Professional Standards department asking them 7 questions. I received a response from them in the form of a Statistical Report which showed clear bias in the numbers of Intimate searches on non-white individuals within Police force. As a result of my activity I was taken off shifts for the particular Police Force. That was decision of the Medical Service provision company whom I worked for as a self-employed Doctor. The motivation was “conflict of interests” as they “arrived at the conclusion” I was intending to “take Police to Court”. The latter wasn’t true, I didn’t have intention to “take Police to Court” but rather sent them a letter with my Concerns which was responded and resulted in production of the above mentioned Statistical Report. In the Police response letter it was specifically mentioned “Police made no representations to banning me from work for the Force”. However the Service provision company took me off my shifts. As I perceive this to be of a high Public Interest, I would like to escalate the issue above-Whistleblowing Protection for self-employed Medical Professionals-to be scrutinised by a Parliamentary Commission with the view of legislative amendment. The self employed Medical Professionals-Doctors/Nurses should have the same level of protection as Employed personnel. There is a risk of Medical professional to become a “leverage” in Police hands. As my case shows there is a threat to independent professional opinion and autonomy. I’m not seeking any “financial gain or compensation” , my goal is to protect my colleagues from similar scenarios which happened for me.
