Bring Emmanuel Sinue Garcia Torres Home- U.S. Child Abducted to Mexico
The Issue
My son, Emmanuel Sinue Garcia Torres, a U.S. citizen, was illegally taken to Mexico without consent. This is a clear case of international parental child abduction.
We filed a Hague Convention application and have an active case with the FBI. Yet the Mexican Central Authority has been unsuccessful to assist in the lawful return of my child — in direct violation of their international obligations. The U.S State Department and law enforcement agencies are aware of the case but progress has stalled due to lack of cooperation from the Mexican Authorities and cartel intervention.
We call on:
- The U.S. State Department and Congress to demand Mexico uphold the Hague Convention.
- The Mexican Government to honor the treaty and assist in returning Emmanuel Sinue Garcia Torres home.
- The media and public to share this story and help pressure action.
Every moment he remains unlawfully kept from his family is a violation of justice, of law, and of his basic rights.

UPDATE(SEPTEMBER 18th 2025)
On October 7th, 2024 the order for the restitution of the minor was filed under case number 510/2024 at the second civil court of Apatzingan, Michoacan Mexico.
Due to circumstances beyond my control, on October 16th, 2024 the request was dismissed. On October 25th 2024 an appeal file was created which was sent to a higher court. On November 27th 2024 the agreement was issued by the seventh Superior Court of Morelia, Michoacan Mexico declared itself competent to hear the proceedings and after reviewing the grievances presented by my attorney, revoked the order from October 16th, 2024 and instructed the second civil court residing in Apatzingan to take over the child restitution process, sending the case files back to the originating court.
On March 6th, 2025 a diligence was ordered again, through which and after all the information was provided, the recovery of my minor son would be carried out, a diligence to which I personally attended. The appointment was scheduled for 1:00 p.m. Mexico time. Upon arriving at the address where we were to recover my minor son, five trucks with armed men surrounded us and pointed long guns at us. They asked us to inform them the reason we were in Tepalcatepec. I told the leader that I am the father of Emmanuel and that his mother took him from me and I would like to see him. The leader wanted to make sure my attorney and were not part of the government. He said he would ask for approval to let us see my son. With no certainty whether these men would let us leave unharmed we fled the town. On the way back, we were informed that the process could not be carried out because the DIF did not have the means of transportation to take my minor son. However, we informed them well in advance that we had all the equipment and documents for the minor's return. I flew from Washington State and located my son and now it would appear that the authorities cannot locate my son.
These statements reveal that it was God's protection that allowed us to leave unharmed. It is clear that my son must learn to turn to good instead of bad.
Though it costs me great pain not being able to see my son grow up. I know that any sacrifice placed in the hand of God will bring goods.
