Grant a premises licence to The Synergy Centre

The Synergy Centre is a charitable community based multi-media arts centre on West Street, central Brighton. The centre provides free and affordable facilities to a wide variety of local organisations that work to promote community empowerment and development, environmental sustainability and healthier, happier lifestyles.

In order to sustain the centre, we need to run licensed events at the weekends, catering for a more artistic, conscious and mature audience than is invariably found on the rest of West Street where excessive drinking is the norm. 

The building Synergy are occupying has been in the creative and cultural sector since 1864 and until recently was operated as a night-club / bar. It was only because the previous operators folded and the licences were surrendered to the Council that Synergy's application is being classed as a 'new application' and therefore subject to the rule of the Cumulative Impact Zone which has a presumption against the granting of new premises licences in central Brighton because of high levels of anti-social behaviour caused by excessive alcohol consumption. 

At a recent hearing of the Licensing Committee of Brighton and Hove City Council, Sussex Police Licensing opposed the application of the Centre for a premises licence on the grounds that any additional footfall on West Street would generate additional crime and disorder, irrespective of the nature of the proposed events of the demographics of the audience attending them. The position of Sussex Police Licensing flies in the face of established practice by the Metropolitan Police who use the 696 Form to risk assess events and audiences. Rather than challenge the obvious logical flaws in the police's position, the licensing panel of local councillors refused the Centre's application. 

We, the undersigned, call on Sussex Police Licensing and Brighton and Hove City Council to reverse their position and support the centre and their charitable work by granting them a premises licence.
