Brian Umana Deserves Justice!
The Issue
Brian Umana who suffered from psychosis, bipolar disorder, and schizophrenia tragically lost his life due to the negligence of National City Police Officers who failed to employ proper de-escalation techniques during a confrontation. Despite his evident mental crisis (Walking barefoot on a rainy day at 4 a.m. with a covid mask & machete pacing back and forth talking to himself), he was a threat only to himself. Officers approached him with a dog and guns, causing extreme fear. The situation escalated unnecessarily, with only one taser used & no attempts at pepper spray, beanbag bullets, PERT Team or properly utilizing a K9 officer. The officers, in a three-minute interaction, Tased & shot him 10 times, six times with an AR-15 rifle & four times with a Glock-22 pistol. An excessive use of force.
Brian was a wonderful father, friend, brother, and son. Who left behind a five-year-old daughter at the time of his death.
Corporal Ryan Stinnett, Officer Michael Sportelli, and Officer Evan Davis are the NCPD officers involved.
