The perpetrator was caught but he is being indicated for only $300 USD fine with no imprisonment. This is South Korea where psychopathic animal torturers get a slap on the wrist. As long as South Korea continues to kill dogs for consumption, these type of barbaric and extremely cruel animal torture will continue! And without the participation by the South Korean conglomerates like Samsung, Hyundai, LG, Kia, SK, Daewoo, ending the dog meat consumption in South Korea IS NOT POSSIBLE!
