Here is the email response I received from the City.  I will be following up with Maki Boyle to try to get our voices heard!

Thank you for your questions. Petitions such as this are one of the ways we hear what is on the minds of community members and how they would like to enjoy open space.  Currently, sledding is only allowed in a designated area in Chautauqua but prohibited elsewhere across land managed by the Open Space and Mountain Parks (OSMP) Department, consistent with the OSMP Visitor Master Plan and city regulations. Any regulatory change for sledding would require engagement of members of the Boulder community and possibly review by the Open Space Board of Trustees and City Council.  

Currently, OSMP is developing an Integrated Site Plan for the Gunbarrel Hill area east of 75th and north of Lookout Road (a map is available at https://bouldercolorado.gov/osmp/integrated-sites-projects please consider sharing the petition with the project team  by contacting Maki Boyle at boylem@bouldercoloardo.gov or 720-445-2596.
