WHAT ARE WE PETITIONING FOR?
We call for a full, transparent, evidence-based audit of the decisions and decision-making processes affecting the funding, classification, institutional support and long-term sustainability of the Black Cultural Archives.
The audit should examine whether anti-Black racism and/or institutional racism could possibly have affected any relevant decision-making process, directly or indirectly.
It should also establish what safeguards existed to prevent anti-Black racism, racial discrimination, racial bias and institutional racism from affecting those processes.
Where safeguards existed, we want to identify them.
Where safeguards were applied, we want to establish the documentary evidence demonstrating their application.
Where safeguards were absent, inadequate or ineffective, if that is what the evidence ultimately establishes, that should also be recorded.
We do not presently know which of these possibilities, if any, is correct.
That is the purpose of the audit.

WHY THIS MATTERS
The Black Cultural Archives occupies an important position in preserving and providing access to the history of people of African and Caribbean descent in Britain.
Substantial institutional and public funding helped establish its permanent home at 1 Windrush Square, Brixton, London SW2 1EF, United Kingdom.
The organisation subsequently experienced serious funding difficulties.
In 2018, the United Kingdom Government intervened with funding intended to secure BCA's immediate future while work continued towards a longer-term sustainable position.
Questions therefore arise concerning what happened before, during and after that intervention.
Among them are:
How was BCA originally funded?
Why did substantial funding come to an end?
Which organisations made the relevant decisions?
Were those decisions simply the expiration of predetermined grants, or were further discretionary decisions involved?
Who determined the structure and duration of the funding?
What happened when it became apparent that BCA could face a substantial funding gap?
What long-term funding solutions were considered?
What happened to the proposed long-term sustainable footing discussed in 2018?
How does the institutional and governmental treatment of BCA compare with genuinely comparable British heritage institutions?
And importantly:
WHAT SAFEGUARDS EXISTED TO ENSURE THAT ANTI-BLACK RACISM OR INSTITUTIONAL RACISM COULD NOT AFFECT THESE DECISIONS?
We are not supplying the answers.
We are asking for the evidence from which the answers can properly be established.
THE STRUCTURED INQUIRY HAS ALREADY COMMENCED
This petition does not begin with an allegation.
It follows an existing structured, documentary fact-finding inquiry.
On 20 August 2026, Reparation Nation Limited commenced Track 1, a formal request concerning the current statutory register of members of African Peoples Historical Monument Foundation (Black Cultural Archives) Limited, Company No. 03113148.
The stated purpose of that inquiry is:
“governance, accountability, research and fact-finding”
and to establish independently verifiable facts concerning the governance and stewardship of Black Cultural Archives.
The methodology was deliberately established before this petition:
“This staged approach is intended specifically to prevent speculation and avoid premature conclusions.”
The existing inquiry also expressly reserves the possibility of subsequent, separately identified tracks concerning governance, constitutional arrangements, financial stewardship, funding, expenditure, conflicts of interest, internal controls and regulatory compliance, where justified by documentary evidence.
This petition therefore provides a public pledge and public mandate supporting the wider evidence-gathering process.
DIRECT COMMUNITY ENGAGEMENT
The campaign is not intended to operate at a distance from the Black Cultural Archives.
Direct engagement with BCA preceded the commencement of the formal inquiry.
A documentary receipt records a £20 card donation at Black Cultural Archives, 1 Windrush Square, Brixton, London SW2 1EF, United Kingdom, on Wednesday, 19 August 2026 at 18:23, comprising two £10 donations.
The following day, 20 August 2026, the formal Track 1 inquiry was dated and commenced.
No conclusion whatsoever is drawn from the donation.
It is retained simply as part of the documentary chronology demonstrating direct engagement with the institution.

Subject to what further evidence establishes, the audit should examine relevant decision-making involving:
Department for Culture, Media and Sport (DCMS);
National Lottery Heritage Fund, formerly Heritage Lottery Fund;
Arts Council England;
Greater London Authority and the Mayor of London;
London Borough of Lambeth;
African Peoples Historical Monument Foundation (Black Cultural Archives) Limited / Black Cultural Archives itself;
and any additional funding body, public authority, organisation or decision-maker subsequently identified by documentary evidence as materially relevant.
Inclusion is not accusation.
The fact that an organisation is included within the scope of the audit does not mean that we believe it has done anything wrong.
It means that its decisions may form part of the factual history that needs to be understood.
WHAT DO WE WANT TO KNOW FROM EACH ENTITY?
For each material decision, the audit should seek to establish who possessed decision-making authority; who participated in or advised upon the decision; what policies, criteria and evidence were used; what alternatives were considered; what reasons were recorded; what equality obligations and assessments applied; what safeguards against anti-Black racism, racial discrimination, racial bias and institutional racism existed; how those safeguards were implemented and monitored; and what documentary evidence demonstrates their operation.
The audit should also establish whether decision-makers considered the consequences for BCA; whether comparable institutions were examined; what long-term sustainability options were considered; what discussions occurred between the relevant institutions; and what subsequent action resulted.
THE COMPARISON QUESTION
BCA should not be examined in isolation.
A meaningful institutional audit should compare BCA with genuinely comparable British archives, museums, libraries, heritage bodies and cultural institutions.
The comparison should consider matters including:
funding arrangements;
permanent or recurring core funding;
project funding;
capital funding;
operational funding;
government grants;
National Lottery funding;
property arrangements;
institutional classification;
eligibility for particular funding streams;
grant duration;
responses to financial difficulties;
and long-term governmental support.
The purpose is not to select organisations in order to manufacture evidence of racial inequality.
The purpose is to establish objectively whether material differences existed.
Where differences existed, the next question is:
Why?
There may be entirely proper explanations.
There may be structural explanations.
There may be historical explanations.
There may be multiple explanations.
We will not assume which explanation is correct.

THE RACIAL SAFEGUARDS AUDIT
This is not simply a question of whether an individual decision-maker held racist views.
Institutional racism can raise broader questions about systems, structures, policies, practices, criteria, institutional priorities and safeguards.
The audit should therefore ask:
Could apparently neutral institutional structures have produced materially different consequences for BCA?
Were racial consequences considered?
Were decision-makers trained or otherwise equipped to identify possible racial disparities?
Was there an effective mechanism for identifying institutional racial bias?
Were Equality Impact Assessments or equivalent assessments undertaken where applicable?
Were concerns capable of being raised and independently reviewed?
Was there monitoring capable of detecting disparate outcomes?
What evidence demonstrates that the safeguards worked?
Again:
These are questions, not allegations.

Where legally available and relevant, the inquiry may seek:
board and committee minutes;
decision papers;

IF THE EVIDENCE SHOWS THERE WAS NO RACIAL FAILURE
That finding matters too.
The audit must be capable of reaching a finding that a particular organisation had appropriate safeguards, applied them properly and made its decisions for legitimate reasons unrelated to race.
A genuine audit cannot have only one permissible outcome.
Evidence capable of disproving a concern is as important as evidence capable of supporting one.
That is fundamental to State 5.
WHAT WE ASK THE RELEVANT ENTITIES TO DO
We ask the relevant entities to cooperate with the audit; identify the decisions for which they were responsible; identify the applicable policies, criteria and authorities; explain what racial-equality and anti-discrimination safeguards applied; provide or identify documentary evidence showing how those safeguards operated; assist in reconstructing BCA's funding history; explain material decisions where disclosure is lawful; identify lessons already learned; correct factual inaccuracies identified during the inquiry; and consider recommendations ultimately justified by the evidence.
INDEPENDENCE FROM BLACK CULTURAL ARCHIVES
This campaign must not be represented as having been authorised, sponsored or endorsed by Black Cultural Archives unless BCA expressly provides such authority.
BCA should be invited to participate, provide evidence, correct factual errors and explain its own experience of the relevant events.
Its own governance and decision-making may also be examined where relevant.
That is consistent with an independent audit.

funding criteria;

Equality Impact Assessments;
race-equality policies;
governance records;
records concerning BCA's institutional classification;
comparative assessments;
records concerning funding termination or expiry;
records concerning the 2018 funding crisis;
records concerning long-term sustainability proposals;
and recorded reasons for material decisions.
Where records are held by public authorities, appropriate requests may be made under the Freedom of Information Act 2000 and other applicable transparency regimes.

I support a full, transparent and evidence-based examination of the decisions and decision-making processes affecting the funding, classification, institutional support and long-term sustainability of the Black Cultural Archives.
I support examination of whether anti-Black racism or institutional racism could possibly have affected any relevant decision-making process.
I support examination of what safeguards existed to prevent anti-Black racism, racial discrimination, racial bias and institutional racism from affecting those processes.
I support reasonable requests for the documentary evidence necessary to establish how relevant decisions were actually made.
I support comparison with genuinely comparable institutions where that comparison can assist in establishing the facts.
I support recording evidence that demonstrates that proper safeguards existed and operated effectively.
I equally support identifying deficiencies where reliable evidence establishes that safeguards were absent, inadequate or ineffective.
I support corrective action only where such action is justified by the evidence ultimately established.
I will not treat questions as accusations or untested information as established fact.

WHAT A SIGNATURE DOES — AND DOES NOT — MEAN
A signature does not mean:
“BCA was defunded because of racism.”
It does not mean:
“DCMS discriminated against BCA.”
It does not mean:
“The National Lottery Heritage Fund acted improperly.”
It does not mean:
“Arts Council England discriminated.”
It does not mean:
“Lambeth Council discriminated.”
It does not mean:
“The Mayor of London or Greater London Authority discriminated.”
It does not mean:
“BCA's trustees or directors acted improperly.”
None of those conclusions has been reached.
A signature means:
I believe these decisions are sufficiently important to justify examining the evidence.
IF THE EVIDENCE SHOWS THERE WAS NO RACIAL FAILURE
That finding matters too.
The audit must be capable of reaching a finding that a particular organisation had appropriate safeguards, applied them properly and made its decisions for legitimate reasons unrelated to race.
A genuine audit cannot have only one permissible outcome.
Evidence capable of disproving a concern is as important as evidence capable of supporting one.
That is fundamental to State 5.
WHAT WE ASK THE RELEVANT ENTITIES TO DO
We ask the relevant entities to cooperate with the audit; identify the decisions for which they were responsible; identify the applicable policies, criteria and authorities; explain what racial-equality and anti-discrimination safeguards applied; provide or identify documentary evidence showing how those safeguards operated; assist in reconstructing BCA's funding history; explain material decisions where disclosure is lawful; identify lessons already learned; correct factual inaccuracies identified during the inquiry; and consider recommendations ultimately justified by the evidence.
INDEPENDENCE FROM BLACK CULTURAL ARCHIVES
This campaign must not be represented as having been authorised, sponsored or endorsed by Black Cultural Archives unless BCA expressly provides such authority.
BCA should be invited to participate, provide evidence, correct factual errors and explain its own experience of the relevant events.
Its own governance and decision-making may also be examined where relevant.
That is consistent with an independent audit.
OUR EVIDENTIAL PRINCIPLE
The existing structured inquiry already states:
“The purpose of commencing this structured inquiry is therefore to establish documentary facts before reaching any conclusion whatsoever.”
That principle governs this petition.
We are not asking the public to decide the answer.
We are asking the public to support finding the answer.
