On Monday July 1, three FOMC Representatives attended a Meeting with Pratt Development. The objective of FOMC was to present an offer to purchase the property. Speaking for Pratt Development, Winn Pratt refused to consider an offer and stated that the property was not for sale. He stated that he plans to put apartments at the clubhouse site as soon as they win the lawsuit and he would make sure the driveway to the apartments at the clubhouse would be directly in front of Quarry View. We obviously disagree with his opinion about the lawsuit and will continue our opposition. The lawsuit will be heard by a Federal Judge in Knoxville in June of 2020. FOMC has discussed the probability of outcomes for this case with several attorneys and elected officials in the region and the consensus supports the city and our position.
Prior to that July 1st meeting, Pratt stated that he is planning to start R-1 construction behind the clubhouse in the next few months. FOMC requested that he provide a plan for the entire project prior to starting work to evaluate whether there can be an agreeable outcome. FOMC has stated all along that a reasonable R1 development that preserves and protects greenspace and environmental features could satisfy FOMC. During the July 1 meeting, Winn insisted that there must be a rental component to their development and he committed to develop a prototype and plan for our consideration. He said that process might take a month or two.
