I am sending this message on behalf of all your fans in the so-called CIS region on Steam.

Who are we?
CIS (The Commonwealth of Independent States) region comprises the following countries, according to Steam:
Russia
Ukraine
Belarus
Kazakhstan
Georgia
Moldova
Armenia
Tajikistan
Azerbaijan
Turkmenistan
Uzbekistan
Kyrgyzstan

This gives a reasonable ground to believe that the nations in question stand quite close in terms of economy and personal income. However, things are different on Steam. Only in Russia has its own currency (ruble), while the rest of CIS region still has USD.

Let us compare the prices of your products for the regions with similar purchasing power:

Russia: 1999 RUR = $29.24
CIS: $59.99

Fallout 4
Russia: 1999 RUR = $29.24
CIS: $59.99

Fallout 4 Season Pass
Russia: 1799 RUR = $26.32
CIS: $49.99

These products cost twice as much as in Russia. In fact, we, the CIS — are somehow equated to the US region, which does not correspond real personal income.

When buying a gift copy, regardless of country, albeit Russia or CIS, the same restrictions are applied to these gifts, affecting their activation and ability to be played:
"This gift can only be activated in these countries: Armenia, Azerbaijan, Belarus, Georgia, Kyrgyzstan, Kazakhstan, Republic of Moldova Tajikistan, Turkmenistan, Uzbekistan, Ukraine, Russia."
