In regards to what we've been seeing here in America over the last few weeks, I think what's needed is to get Better Business Bureau (BBB) involved with any racial, religious or gender related issues committed by Police Officers displaying abusive use of power/force that strong has over weak. 

BBB already has necessary tools to keep track of good/bad businesses and could also be extended to track unfair individual police behavior. In cases when the offense is mild such that people would usually dismiss it, BBB reporting would ensure that it would go on their record which could result in such officers getting low key assignments in the future (such as desk job or in security) where they would be less likely to have another opportunity to do the same, and prevent them from having careers as detectives or end up in senior management where their damage could be amplified. 

Additionally these records could be made public in their local communities causing these sad individuals analogous amount of pain/shame as to what they have caused.
