Petition to BBMP: Install Public Dustbins & Ensure Reliable Garbage Collection in Bangalore

The Problem - 
Bangalore is repeatedly ranked among India’s dirtiest metros — and citizens are often blamed for it.

But there is a basic question no one answers:

Where are people supposed to put their garbage when collection vehicles don’t arrive?

Across Bangalore:

- Door-to-door garbage collection is irregular
- Collection timings are unpredictable
- Public dustbins are almost non-existent
- Citizens who want to dispose waste responsibly are left with no option
- When infrastructure fails, waste ends up on streets, vacant plots, and drains — not because people don’t care, but because the system gives them no alternative.

 
Why This Matters?
Expecting citizens to store garbage at home indefinitely is unrealistic
Elderly people, working professionals, tenants, and small households suffer the most
Lack of bins directly leads to:

- Street litter
- Blocked drains
- Health risks
- Conflict between citizens and sanitation workers
- Cleanliness cannot be achieved through instructions and fines alone.
- It requires accessible infrastructure.

 
Our Demands (Simple & Practical)
We request BBMP to implement the following immediately:

1. Install covered public dustbins
2. At regular intervals (every 100–200 meters)
   Near bus stops, markets, residential streets, and commercial areas
   Ensure fixed garbage collection timings
3. Display timings clearly
   Missed pickups should be reportable and accountable
   Create 24×7 emergency waste drop points
4. For missed collections, night-time disposal, and unavoidable situations
5. Publicly display helpline numbers on garbage vehicles and at collection points

 
Our Belief
People are not irresponsible by default.
They become irresponsible when responsibility is made impossible.
Bangalore deserves systems that support good behavior, not punish citizens for systemic gaps.

 
We Request Immediate Action
This petition represents citizens who want a clean, livable Bangalore — and are asking only for the most basic tool to do so: a dustbin.

ಸಮಸ್ಯೆ
ಬೆಂಗಳೂರು ನಗರವು ಮಲಿನತೆಯ ವಿಚಾರದಲ್ಲಿ ಹಲವಾರು ಬಾರಿ ಟೀಕೆಗೆ ಒಳಗಾಗುತ್ತದೆ — ಮತ್ತು ಬಹುಪಾಲು ಸಂದರ್ಭಗಳಲ್ಲಿ ನಾಗರಿಕರನ್ನೇ ದೋಷಾರೋಪಣೆ ಮಾಡಲಾಗುತ್ತದೆ.

ಆದರೆ ಒಂದು ಮೂಲಭೂತ ಪ್ರಶ್ನೆಗೆ ಉತ್ತರ ಇಲ್ಲ:

ಕಸದ ವಾಹನಗಳು ಸಮಯಕ್ಕೆ ಬರದಾಗ, ನಾಗರಿಕರು ತಮ್ಮ ಕಸವನ್ನು ಎಲ್ಲಿ ಹಾಕಬೇಕು?

ಬೆಂಗಳೂರು ನಗರದಲ್ಲಿ:

ಮನೆಮನೆ ಕಸದ ಸಂಗ್ರಹಣೆ ನಿಯಮಿತವಾಗಿಲ್ಲ
ಕಸದ ವಾಹನಗಳ ಸಮಯ ಅನಿಶ್ಚಿತ
ಸಾರ್ವಜನಿಕ ಕಸದ ಬಾಕ್ಸ್‌ಗಳು ಬಹುತೇಕ ಇಲ್ಲ
ಸರಿಯಾದ ರೀತಿಯಲ್ಲಿ ಕಸ ವಿಲೇವಾರಿ ಮಾಡಲು ಬಯಸುವ ನಾಗರಿಕರಿಗೆ ಯಾವುದೇ ಆಯ್ಕೆಯಿಲ್ಲ
ವ್ಯವಸ್ಥೆ ವಿಫಲವಾದಾಗ, ಕಸ ರಸ್ತೆಗಳಲ್ಲಿ, ಖಾಲಿ ಜಾಗಗಳಲ್ಲಿ ಮತ್ತು ನಾಲೆಗಳಲ್ಲಿ ಸೇರುತ್ತದೆ — ಇದು ನಿರ್ಲಕ್ಷ್ಯದ ಫಲಿತಾಂಶವಲ್ಲ, ಆದರೆ ವ್ಯವಸ್ಥೆಯ ಕೊರತೆಯ ಫಲಿತಾಂಶ.

ಕಸವನ್ನು ಮನೆಯಲ್ಲಿ ಅನಿರ್ದಿಷ್ಟ ಕಾಲ ಸಂಗ್ರಹಿಸುವುದು ಅವಾಸ್ತವಿಕ
ಹಿರಿಯ ನಾಗರಿಕರು, ಉದ್ಯೋಗಸ್ಥರು ಮತ್ತು ಸಣ್ಣ ಮನೆತನಗಳು ಹೆಚ್ಚು ತೊಂದರೆ ಅನುಭವಿಸುತ್ತಾರೆ
ಕಸದ ಬಾಕ್ಸ್‌ಗಳ ಕೊರತೆ ಕಾರಣವಾಗುತ್ತದೆ:

ನಾಲೆಗಳ ಅಡಚಣೆ
ಆರೋಗ್ಯ ಸಮಸ್ಯೆಗಳು
ನಾಗರಿಕರು ಮತ್ತು ಸ್ವಚ್ಛತಾ ಸಿಬ್ಬಂದಿಯ ನಡುವಿನ ಸಂಘರ್ಷ
ಸ್ವಚ್ಛತೆ ಕೇವಲ ನಿಯಮಗಳು ಮತ್ತು ದಂಡಗಳಿಂದ ಸಾಧ್ಯವಿಲ್ಲ.
ಅದಕ್ಕೆ ಸೂಕ್ತ ಮೂಲಸೌಕರ್ಯ ಅಗತ್ಯ.

 
ನಮ್ಮ ಬೇಡಿಕೆಗಳು
BBMP ಯಿಂದ ನಾವು ಕೆಳಗಿನ ಕ್ರಮಗಳನ್ನು ತಕ್ಷಣ ಜಾರಿಗೆ ತರಬೇಕೆಂದು ವಿನಂತಿಸುತ್ತೇವೆ:

ಮುಚ್ಚಿದ ಸಾರ್ವಜನಿಕ ಕಸದ ಬಾಕ್ಸ್‌ಗಳನ್ನು ಸ್ಥಾಪಿಸಿ

ಪ್ರತೀ 100–200 ಮೀಟರ್‌ಗಳಲ್ಲಿ
ಬಸ್ ನಿಲ್ದಾಣಗಳು, ಮಾರುಕಟ್ಟೆಗಳು, ವಸತಿ ಮತ್ತು ವಾಣಿಜ್ಯ ಪ್ರದೇಶಗಳಲ್ಲಿ
ನಿಶ್ಚಿತ ಕಸದ ಸಂಗ್ರಹಣಾ ಸಮಯವನ್ನು ಖಚಿತಪಡಿಸಿ

ಸಮಯವನ್ನು ಸ್ಪಷ್ಟವಾಗಿ ಪ್ರದರ್ಶಿಸಬೇಕು
ತಪ್ಪಿದ ಸಂಗ್ರಹಣೆಗೆ ಹೊಣೆಗಾರಿಕೆ ಇರಬೇಕು
24×7 ತುರ್ತು ಕಸ ವಿಲೇವಾರಿ ಕೇಂದ್ರಗಳನ್ನು ಸ್ಥಾಪಿಸಿ

ರಾತ್ರಿ ಸಮಯದಲ್ಲಿ ಅಥವಾ ತಪ್ಪಿದ ಸಂಗ್ರಹಣೆಯ ಸಂದರ್ಭಗಳಲ್ಲಿ ಬಳಸಲು
ಸಹಾಯವಾಣಿ ಸಂಖ್ಯೆಯನ್ನು ಸಾರ್ವಜನಿಕವಾಗಿ ಪ್ರದರ್ಶಿಸಿ

ಆದರೆ ಜವಾಬ್ದಾರಿಯುತವಾಗಿ ನಡೆದುಕೊಳ್ಳಲು ವ್ಯವಸ್ಥೆ ಅವಕಾಶ ನೀಡದಾಗ ಸಮಸ್ಯೆ ಉಂಟಾಗುತ್ತದೆ.
ಬೆಂಗಳೂರು ನಗರವು ಉತ್ತಮ ವರ್ತನೆಯನ್ನು ಬೆಂಬಲಿಸುವ ವ್ಯವಸ್ಥೆಗೆ ಅರ್ಹವಾಗಿದೆ, ದಂಡಿಸುವುದಕ್ಕೆ ಅಲ್ಲ.
