Ban the Use of Unmarked Cars in ICE and DHS Immigration Raids

The Issue

No one should fear being surrounded by masked men with guns — especially not by agents of the United States government.

On August 17, in San Bernardino, California, a family was approached by masked, armed individuals in unmarked cars, who shattered the windows of their truck.

The family says they did not know who the men were and tried to drive away in fear. Federal agents then opened fire on the vehicle, with bullets narrowly missing an 18-year-old passenger.

The Department of Homeland Security (DHS) later confirmed it was a targeted immigration enforcement operation conducted by U.S. Customs and Border Protection (CBP). According to the family, officers never clearly identified themselves or produced a warrant before surrounding the vehicle or later showing up at the family’s home for hours.

This is a terrifying misuse of power — and a preventable one.

Using unmarked vehicles in civilian areas without clear identification puts lives at risk. When families can’t tell the difference between law enforcement and a carjacking, the result is chaos, trauma, and violence. This should never be allowed in immigration enforcement or any federal operation targeting civilians.

We are calling on Congress to immediately introduce and pass legislation to ban the use of unmarked vehicles by ICE, CBP, and DHS during enforcement actions in civilian areas.

Require federal agents to display visible agency identification on both clothing and vehicles during all operations.
Prohibit armed raids near homes, schools, or workplaces without judicial warrants and community notification.


This is not about politics — it’s about safety, accountability, and basic due process.
