Ban the Use and Production of White Phosphorus Containing Munitions - Lebanese Pavilion

The Issue

We, the undersigned, call for the immediate and unconditional ban of white phosphorus munitions in all forms of warfare.

White phosphorus is a chemical weapon that ignites upon exposure to oxygen, burning at over 800°C. It inflicts horrific injuries, contaminates land and water, and renders entire regions uninhabitable for generations. In South Lebanon, its repeated use has scorched fields, homes, and bodies — turning landscapes into lingering sites of violence and toxicity.

This petition is launched from within the Lebanese Pavilion at the Venice Architecture Biennale 2025, which bears witness to the ongoing ecocide in Lebanon. This is not only an environmental crisis — it is an attack on habitability, on dignity, and on the fundamental right to live and return.

As architects, urbanists, artists, and global citizens, we reject the continued use of white phosphorus and the silence that surrounds it. We believe in the right of all people to inhabit land that is safe, fertile, and free of chemical violence. We call on international governments, the United Nations, and humanitarian bodies to:

Recognize white phosphorus as a weapon of indiscriminate and disproportionate harm.

Ban its use under international law, including in populated areas.

Hold accountable those who deploy it.

Support environmental rehabilitation in affected regions.

We refuse to design for a poisoned world.

We demand accountability, and we demand a future where land can heal.
