City Impound Let Mamaecto Get Lathargic/Rib Boney

My animal's, in all the year's I've fed them and took care of them. I had never seen one of my boys get so lathargic, until Impounded at the city. Ordinances can become cruel and corrupt, when not giving enough food/or even poison to an animal's bowl. My boy, has always been chubby and happy most of the time. And calm too. He has never been aggressive in his entire life, nor lathargic while at home. And this is the activity you support, because they have a newer and more expensive building. Shameful and hurtful, to those that have ten long human year's with him. We have happy times only now in rememberence photos, as the city officer has not returned my call concerning if he's still alive. I left phone messages to there answer machine.
