Who is affected? Members of the public, of  various UK communities, minorities  resp. age groups.

A legally binding new code of conduct is required at public  demonstrations. We feel that hiding someone's identity in a public demonstration by garments  in a way that can be perceived as threatening or intimidating by members of the public should be forbidden by UK law.

So  balaclavas, ku klux clan hats, scarves  or scary  masks or helmets that cover the top half of one's face should not be allowed in conjunction with an  angry  demonstration or marches on public roads as it breaches human rights and  UK values.

The right of freedom of  expression should give way to the rights of all humans to be sharing public space and  living without fear and risk of discrimination or violent oppression.  

Hiding one's identity in the context of a march can be interpreted as preparedness to commit illegal acts of violence
