🪧 A un mes de la manifestación nacional de protectoras, que tendrá lugar el 6 de septiembre de 2026, (https://losgatostienenley.org) creemos que es momento de una breve actualización sobre cómo está cumpliendo el Ayuntamiento de Conil con la Ley de Bienestar Animal, que entró en vigor hace casi 3 años (Ley 07/2023).

Empecemos con algunas noticias aparentemente 'buenas':

• El Ayuntamiento de Conil contrató un servicio de recogida. Se encargan de recoger y acoger a gatitos abandonados para su futura adopción, así como de recoger a los gatos atropellados en la carretera para comprobar si tienen microchip, informar al propietario y proceder después a la incineración.
• El 20/7/26, el ayuntamiento liberó una financiación de 2967 € para el CER (captura, esterilización y retorno).
• Entre junio y diciembre de 2026, el Ayuntamiento de Conil proporciona 23 sacos de 20 kg de pienso para las colonias.

Aunque a primera vista esto parece cumplir con los requisitos legales y algunas de nuestras peticiones, hay que mirar más de cerca el contexto y los antecedentes para entender por qué creemos que el Ayuntamiento de Conil sigue sin cumplir sus obligaciones legales:

🫶 Empezando por la contratación de un servicio de recogida para gatitos abandonados

En julio, el ayuntamiento nos informó de que se había contratado un servicio de recogida. La empresa, y especialmente la residencia donde llevan a los animales, tiene mala reputación entre los servicios de bienestar animal locales y regionales, con casos —eso sí, no confirmados— de tratamiento insuficiente a animales enfermos y de alojamiento inadecuado. No tenemos experiencia personal reciente de la residencia ni de los cuidados que ofrecen, así que quisimos comprobar por nosotros mismos cómo están los 15 gatitos de Conil que han llevado allí. Nuestra principal preocupación era asegurarnos de que estuvieran bien cuidados y prosperando, antes de ayudar a encontrarles familia.

Sin embargo, cuando contactamos con la residencia y pedimos una cita para ver a los gatitos, no nos la dieron. Tras un breve intercambio inicial, la comunicación simplemente se cortó. En su lugar, poco después nos contactó un representante del ayuntamiento para pedirnos que dejáramos de contactar con la empresa e intentar concertar una visita. Nos informaron de que el ayuntamiento iría a visitar a los gatitos a su debido tiempo.

En un siguiente paso, pedimos al ayuntamiento información sobre los 15 gatitos en la residencia, ya que la empresa da acceso al Ayuntamiento de Conil a un portal en línea con fichas individuales de cada animal y, presumiblemente, información actualizada sobre cada uno de ellos. No hemos recibido respuesta a estas solicitudes. Esto nos deja en una posición en la que no nos sentimos cómodos enviando más gatitos abandonados a ese lugar hasta que podamos confirmar que están bien cuidados. Y para que quede claro: no estamos diciendo que la residencia no sea un buen lugar para gatitos. Lo que criticamos es la falta de transparencia sobre el estado de los gatos por parte de la residencia y, sobre todo, por parte del ayuntamiento, además de su falta de apoyo hacia nosotros.

🪤 Pasemos a la financiación de 2967 € para el CER

Aunque agradecemos esta financiación, vemos tres problemas principales:

• Cantidad insuficiente: el dinero cubre aproximadamente 30 castraciones. Según nuestro registro de colonias, actualizado en junio, y basándonos en los informes de las personas cuidadoras de colonias y en estimaciones para las colonias sin cuidador (que conocemos), hay al menos 280 gatos que todavía necesitan ser esterilizados. Y esos son solo los gatos y colonias que conocemos. En 3 semanas, el importe se ha gastado casi por completo, y todavía quedan 250 gatos por esterilizar.
• Pago único: a pesar de nuestras reiteradas solicitudes de financiación continua, de nuevo se trata solo de un pago único, que vino acompañado del comentario: 'esto o nada'. Estos pagos puntuales son casi un desperdicio de dinero. Si no controlas continuamente las colonias y esterilizas a los recién llegados, incluso en colonias con una tasa de esterilización del 100%, la situación puede volver a descontrolarse en muy poco tiempo.
• No incluye gastos veterinarios adicionales: el dinero no cubre ninguna otra cirugía o tratamiento para gatos comunitarios enfermos o heridos. Es solo para castraciones. Muchos gatos comunitarios tienen problemas de salud o lesiones y necesitan cuidados adicionales, que entonces corren a cargo de organizaciones como la nuestra, o de particulares, incluidos turistas.

Solo como comparación, entre enero de 2025 y mayo de 2026 nuestra asociación pagó más de 50.000 € en gastos veterinarios, que cubren desde castraciones, cirugías de abscesos (muy habituales en machos no castrados, resultado de peleas con otros gatos), análisis de sangre, pruebas de FIV y FeLV, extracciones dentales, hospitalización (tras cirugía o para tratamiento) y mucho más. Esto demuestra que el pago único de unos 3000 € del ayuntamiento está muy lejos de cubrir el coste real de cuidar adecuadamente a los gatos comunitarios y de cumplir con los requisitos legales.

🥫 Para terminar, la comida que se proporciona.

La comida proporcionada alimenta entre 250 y 340 gatos comunitarios al mes. En Conil hay un estimado de 1200 gatos comunitarios (que conocemos). Agradecemos la ayuda, pero 6 meses alimentando a entre 250 y 340 gatos comunitarios al mes no cubre lo que se necesita. Esto deja el resto de la comida a cargo de nosotros, otras asociaciones y voluntarios.

😿 Todo esto significa que nuestra lucha continúa

El ayuntamiento debe hacer más para cumplir la ley. Los proyectos de CER ocasionales y desorganizados, junto con el resto del apoyo ofrecido, no cumplen ni de lejos sus obligaciones legales y dejan la mayor parte del trabajo en manos de ONG como la nuestra y de voluntarios.

Por eso nos uniremos a la manifestación nacional del 6 de septiembre de 2026, a las 12:00, que tendrá lugar en la mayoría de las capitales de provincia, y te invitamos a unirte si estás de acuerdo con nosotros. Nuestra situación y experiencias aquí en Conil no son un caso aislado. Es un problema sistémico a nivel nacional que afecta a las protectoras y a los voluntarios en muchos aspectos de su vida (economía, familia, salud mental) y que, sobre todo, deja a las víctimas inocentes —los gatos comunitarios de España— todavía esperando recibir el cuidado y la protección que merecen y que la ley les promete.

🪧 One month before a nationwide protest of animal welfare organisations on 6 September 2026 (https://losgatostienenley.org) we think it is time for a quick update on how Conil Council is doing regarding their compliance with the Animal Welfare Law that came into effect almost 3 years ago (Ley 07/2023). 

Let’s start with some apparently ‘good’ news: 

• A collection service was contracted by Conil Council. They are responsible for picking up and taking in abandoned kittens for future adoption, and also for the collection of cats killed on the road to check if they are chipped to inform the owner and then incineration.
• On 20/7/26, the council released funding of 2967 € for TNR. 
• For the months of June until December 2026 Conil Council is providing 23 x 20kg of dry food for colonies.

Although at first sight this seems to meet the legal requirements and some of our demands of this petition, it needs a closer look at the context and background to see, why we think, Conil Council is still not meeting their legal obligations: 

🫶🏻 Starting with contracting a collection service for abandoned kittens

In July we were made aware by the council, that a collection service had been contracted. The company and especially the residence where the animals are being taken, has a bad reputation among local and regional animal welfare services, with admittedly unconfirmed cases of insufficient treatment for sick animals, and inadequate housing. We haven’t had any recent personal experience of the residence and the care they provide and wanted to check for ourselves how the 15 kittens from Conil, who have been taken there, are doing. Our main concern was to make sure they were being looked after properly, and thriving, before helping to find families for them. 

However, when we contacted the residence and asked for an appointment to see the kittens, we were not given an appointment. After a brief introductory exchange, the communication simply stopped. Instead, shortly afterwards we were contacted by a representative of the local council and told to refrain from contacting the company and attempting to arrange a visit. We were informed that the Council will go and visit the kittens in due time. 

In a next step we asked the Council for information about the 15 kittens in the residence, as the company is providing Conil Council with access to an online portal containing individual files for each animal and presumably current information about each of them. These enquiries have not been responded to. Which leaves us in a position where we do not feel comfortable to send any abandoned kittens to that place, until we are able to confirm they are well looked after. And to be clear, we are not saying the residence is not a good place for kittens. What we are criticising is the lack of transparency about the state of the cats from the residence and most of all from the ayuntamiento and their lack of support for us.

🪤 Moving on to the 2967 € TNR funding

Although we appreciate this funding, we see three major issues:

• Insufficient amount: the money will pay for approximately 30 castrations. Based on our colony register, updated in June and based on reports from colony carers and estimations for colonies without a carer (known to us), there are at least 280 cats that still need neutering. And those are just the cats and colonies we have knowledge of. Within 3 weeks, the amount has almost been spent completely, and there are still at least 250 cats left that need neutering. 
• One-off payment: Despite our reiterated requests for ongoing funding, this again is only a one-off payment which was accompanied with the comment: “it is this or nothing”. These one-off payments are almost a waste of money. If you don’t continuously control the colonies and neuter any newcomers, even in colonies with a castration rate of 100%, the situation can get out of hand in a very short time again.
• Additional veterinary costs are not included: the money does not cover any other surgery or treatment of sick or injured community cats. It is only for castrations. A lot of community cats have health issues or injuries and require additional care, which then is up to organisations like us, or private people, including tourists, to pay.

Just for comparison, between Jan 2025 and May 2026 our association paid over 50.000 € in vet bills, covering anything from castrations, abscess surgeries (a very common occurrence for unneutered males, results from fighting with other cats), blood tests, FIV & FeLV test, tooth removal, hospitalisation (post-surgery or for treatment) and more. This shows that the one-off payment of about 3000 € by the council is nowhere near enough to cover the actual costs of looking after the community cats properly and to comply with the legal requirements.  

🥫 Finishing off with the food being provided. 

The food provided feeds between 250-340 community cats per month. In Conil there are an estimated 1200 community cats (that we know of). We are grateful for the help, but 6 months of feeding 250-340 community cats monthly is not covering what is needed. It leaves the extra food to be paid for by us, other associations and volunteers. 

😿 All of the above means our fight will continue

The council must do more to comply with the law. The occasional, haphazard TNR projects and other support provided by far do not meet their legal obligations and leaves most of the work to NGOs like us and volunteers. 

We will therefore join the nationwide protest on 6 September 2026, 12:00 which takes place in most provincial capitals and invite anyone who agrees with us to come along. Our situation and experiences here in Conil are not an isolated case. It is a countrywide, systemic issue impacting ‘protectoras’ and volunteers in many aspects of their life (finances, family, mental health) and most of all leaves the innocent victims – the community cats of Spain – still waiting to receive the care and protection they deserve and are promised by law.

🪧 Einen Monat vor dem landesweiten Protest von Tierschutzorganisationen am 6. September 2026 (https://losgatostienenley.org) finden wir, es ist Zeit für ein kurzes Update darüber, wie es um die Einhaltung und Umsetzung des Tierschutzgesetzes (Ley 07/2023), das vor fast 3 Jahren in Kraft getreten ist, durch die Gemeinde Conil steht.

Fangen wir mit ein paar scheinbar 'guten' Nachrichten an:

• Die Gemeinde Conil hat einen Abholdienst beauftragt. Dieser ist dafür zuständig, ausgesetzte Kätzchen zur späteren Vermittlung abzuholen und aufzunehmen, sowie überfahrene Katzen von der Straße einzusammeln, um zu prüfen, ob sie gechippt sind, den Besitzer zu informieren und sie anschließend einzuäschern.
• Am 20.07.26 hat die Gemeinde eine Finanzierung von 2.967 € für TNR (Einfangen, Kastrieren, Freilassen) bereitgestellt.
• Von Juni bis Dezember 2026 stellt die Gemeinde Conil 23 x 20 kg Trockenfutter für die Kolonien bereit.

Auch wenn dies auf den ersten Blick die gesetzlichen Anforderungen und einige unserer Forderungen aus dieser Petition zu erfüllen scheint, lohnt sich ein genauerer Blick auf den Kontext und die Hintergründe, um zu verstehen, warum wir der Meinung sind, dass die Gemeinde Conil ihren gesetzlichen Pflichten weiterhin nicht nachkommt:

🫶 Beginnen wir mit der Beauftragung eines Abholdienstes für ausgesetzte Kätzchen

Im Juli wurden wir von der Gemeinde darüber informiert, dass ein Abholdienst beauftragt worden war. Das Unternehmen, und besonders die Einrichtung, in die die Tiere gebracht werden, hat unter lokalen und regionalen Tierschutzorganisationen einen schlechten Ruf – mit zugegebenermaßen unbestätigten Fällen von unzureichender Behandlung kranker Tiere und unangemessener Unterbringung. Wir haben selbst keine aktuellen persönlichen Erfahrungen mit der Einrichtung und der dort gebotenen Betreuung und wollten uns deshalb selbst ein Bild davon machen, wie es den 15 Kätzchen aus Conil geht, die dorthin gebracht wurden. Unser Hauptanliegen war sicherzustellen, dass sie ordentlich versorgt werden und gedeihen, bevor wir helfen, für sie Familien zu finden.

Als wir jedoch die Einrichtung kontaktierten und um einen Termin baten, um die Kätzchen zu sehen, wurde uns kein Termin gegeben. Nach einem kurzen ersten Austausch brach die Kommunikation einfach ab. Stattdessen wurden wir kurz darauf von einem Vertreter der Gemeinde kontaktiert und aufgefordert, das Unternehmen nicht weiter zu kontaktieren und keinen Besuch zu vereinbaren. Man teilte uns mit, dass die Gemeinde die Kätzchen zu gegebener Zeit selbst besuchen werde.

Im nächsten Schritt baten wir die Gemeinde um Informationen zu den 15 Kätzchen in der Einrichtung, da das Unternehmen der Gemeinde Conil Zugang zu einem Online-Portal mit individuellen Akten für jedes Tier und vermutlich aktuellen Informationen zu jedem von ihnen gewährt. Auf diese Anfragen haben wir keine Antwort erhalten. Das bringt uns in eine Lage, in der wir uns nicht guten Gewissens, weitere ausgesetzte Kätzchen dorthin schicken können, bis wir bestätigt haben, dass sie gut versorgt werden. Und um es klarzustellen: Wir behaupten nicht, dass die Einrichtung kein guter Ort für Kätzchen ist. Was wir kritisieren, ist die mangelnde Transparenz über den Zustand der Katzen seitens der Einrichtung und vor allem seitens des Ayuntamiento sowie dessen mangelnde Unterstützung für uns.

🪤 Kommen wir zur TNR-Finanzierung von 2.967 €

Auch wenn wir diese Finanzierung zu schätzen wissen, sehen wir drei größere Probleme:

• Unzureichender Betrag: Das Geld reicht für etwa 30 Kastrationen. Laut unserem im Juni aktualisierten Kolonienregister sowie basierend auf Berichten von Kolonienbetreuer*innen und Schätzungen für Kolonien ohne Betreuung (die uns bekannt sind), müssen mindestens 280 Katzen noch kastriert werden. Und das sind nur die Katzen und Kolonien, von denen wir wissen. Innerhalb von 3 Wochen war der Betrag fast vollständig aufgebraucht, und es müssen weiterhin 250 Katzen kastriert werden.
• Einmalzahlung: Trotz unserer wiederholten Bitten um eine fortlaufende Finanzierung handelt es sich erneut nur um eine Einmalzahlung, die mit dem Kommentar begleitet wurde: „Das, oder nichts.“ Solche Einmalzahlungen sind fast reine Geldverschwendung. Wenn man die Kolonien nicht kontinuierlich kontrolliert und neu hinzukommende Katzen kastriert, kann die Situation selbst in Kolonien mit einer Kastrationsquote von 100 % innerhalb kürzester Zeit wieder außer Kontrolle geraten.
• Zusätzliche Tierarztkosten sind nicht enthalten: Das Geld deckt keine weiteren Operationen oder Behandlungen kranker oder verletzter Streuner ab. Es ist ausschließlich für Kastrationen bestimmt. Viele Strassenkatzen haben gesundheitliche Probleme oder Verletzungen und benötigen zusätzliche Pflege, die dann von Organisationen wie uns oder Privatpersonen, einschließlich Tourist*innen, bezahlt werden muss.

Nur zum Vergleich: Zwischen Januar 2025 und Mai 2026 hat unser Verein über 50.000 € an Tierarztkosten bezahlt – von Kastrationen über Abszess-Operationen (sehr häufig bei unkastrierten Katern, verursacht durch Kämpfe mit anderen Katzen), Bluttests, FIV- und FeLV-Tests, Zahnentfernungen, Krankenhausaufenthalte (nach Operationen oder zur Behandlung) und vieles mehr. Das zeigt, dass die Einmalzahlung von rund 3.000 € durch die Gemeinde bei Weitem nicht ausreicht, um die tatsächlichen Kosten für eine angemessene Versorgung der Gemeinschaftskatzen zu decken und die gesetzlichen Vorgaben zu erfüllen.

🥫 Zum Abschluss: das bereitgestellte Futter.

Das bereitgestellte Futter versorgt monatlich zwischen 250 und 340 Gemeinschaftskatzen. In Conil gibt es schätzungsweise 1.200 Streuner (die uns bekannt sind). Wir sind für die Hilfe dankbar, aber 6 Monate lang monatlich 250 bis 340 Gemeinschaftskatzen zu füttern, deckt nicht den tatsächlichen Bedarf. Das zusätzliche Futter muss von uns, anderen Vereinen und Freiwilligen bezahlt werden.

😿 All das bedeutet, dass unser Kampf weitergeht:

Die Gemeinde muss mehr tun, um das Gesetz einzuhalten. Die gelegentlichen, planlosen TNR-Projekte und die übrige geleistete Unterstützung erfüllen ihre gesetzlichen Pflichten bei Weitem nicht und überlassen den Großteil der Arbeit NGOs wie uns und Freiwilligen.

Deshalb schließen wir uns dem landesweiten Protest am 6. September 2026 um 12:00 Uhr an, der in den meisten Provinzhauptstädten stattfindet, und laden dich ein, mitzukommen, wenn du unserer Meinung bist. Unsere Situation und unsere Erfahrungen hier in Conil sind kein Einzelfall. Es handelt sich um ein landesweites, systemisches Problem, das „protectoras“ und Freiwillige in vielen Bereichen ihres Lebens betrifft (Finanzen, Familie, psychische Gesundheit) und vor allem die unschuldigen Opfer – die Streuner Spaniens – weiterhin auf die Fürsorge und den Schutz warten lässt, den sie verdienen und der ihnen gesetzlich zusteht.
