The Zoning and Platting Commission (ZAP) will have a specially called meeting for the specific purpose of listening to community feedback on the second draft of CodeNext. The meeting is on Saturday, October 14, 2017 10:00 A.M. – 12:00 P.M at the Asian American Resource Center, 8401 Cameron Rd, Austin, TX 78754. The Zoning and Platting Commission will make a recommendation on CodeNext to the City Council. This is a very important opportunity for you to guide that recommendation. The second draft of the CodeNext text and maps were released on September 15th. The very short public input on this draft ends on October 31st. As with the first draft, you can comment on both the text, https://codenext.civicomment.org/ and map https://codenext.engagingplans.org/codenext-comparison-map. As expected, the transects are gone from the second draft replaced by new zones with names like R2 and R3 in their place. The second draft of the CodeNext maps repeat the problems from the first draft. The transect and non-transect division between and even within neighborhoods has been repeated with an R2 and R3 division, often in the exact same places. R3 zones reduce minimum lot sizes and increase the number of units allowed on a property. The only reason for these changes is to encourage redevelopment of neighborhoods -- particularly those in yellow on the map. The second draft of CodeNext has numerous typos, erroneous section references, inconsistencies, and missing information. It is impossible to understand and evaluate a code when we don’t know what is a mistake and what is deliberate. • Do R3C zones limit duplexes to 0.57 FAR or is it 0.4? • Are cell phone towers allowed by right in all zones except LA or are they prohibited in house scale zones? • What are there no standards in the building standards section (23-4E-8030)? The second draft of CodeNext is not the well-organized, professionally written document that we would expect after investing over 6 million tax payer dollars on CodeNext. The maps are inconsistent, unfair, and the staff can’t even explain how they came up with their recommendations. Please attend the listening session on Saturday, October 14th and let the Zoning and Platting Commission know that this is not ok.
