Atlanta’s charter directly forbids the City to take service fees for street cleaning.

LEGAL APPROACH: To cover the cost of street sweeping, the City could legally charge normal property tax rates to all property owners. That’s not their solution, though.

ILLEGAL APPROACH: Atlanta charges a select 53,000+ property owners citywide a definite added fee for street sweeping. These property owners are carved out from others and must pay the City for the garbage services that the City shall not provide to them. The City has selected the more profitable approach, in other words.

WHAT DO YOU THINK? The street sweeping fees are many times greater than the City’s actual cost of street cleaning. By taking these illegal fees from a cross-section of property owners citywide, Atlanta has collected $28M per year since 2019. Sound like a scam?

Unfair to Property Owners Across the City. In Midtown, Downtown, and Buckhead—areas with many condos—DPW has not been performing street sweeping, nor other DPW cleanup services supplied to single-family zones.
