The Issue

On August 30, 2026, an unimaginable tragedy struck our hearts when five-year-old Saylor Marie Hayes, a non-verbal autistic child, drowned at Hagley Landing in Pawleys Island, SC. Saylor, a bright and beautiful soul, was left unattended by her parents during a family vacation from Virginia, ultimately leading to this heartbreaking accident. The entire community was touched by the loss of this innocent child.

In an overwhelming demonstration of solidarity and empathy, local residents, the Coast Guard, Charleston County, South Carolina Department of Natural Resources, Georgetown County Sheriff’s Office, Midway Fire Rescue, and Horry County Dive Team united in a massive search effort for Saylor. Their compassion and tireless dedication exemplified the heart of Pawleys Island, highlighting our community's commitment to each other in times of need.

Saylor’s story is a painful reminder of the essential need for enhanced water safety, boater safety, and autism awareness. Despite the tireless efforts of all involved in her search, Saylor was taken from us too soon.

In memory of Saylor, and to prevent similar tragedies, we request that the Georgetown County Council approve and fund a commemorative sign at Hagley Landing. This sign will serve a dual purpose: to honor Saylor and to educate visitors about vital water safety, boater safety, and autism awareness. Such a marker wouldn’t just be a tribute to a little girl whose life was cut tragically short, but a constant reminder and guide to prevent future incidents.

Statistics show that drowning is the leading cause of death in children with autism, according to Autism Speaks, who also note that children with autism are 160 times more likely to experience nonfatal and fatal drowning than those in the general population. The installation of a safety and awareness sign could be a beacon not only for safety but also for understanding the specific needs of children like Saylor.

We implore the Georgetown County Council to act swiftly. Funding and installing this sign would represent a cost-effective, yet profound way to help ensure safety for visitors, local citizens, and particularly for vulnerable children. This initiative will enhance community engagement and demonstrate a collective commitment to safety and inclusivity.

Please sign this petition to honor Saylor's memory and advocate for a safer community with improved awareness and preventive measures for all children, especially those with special needs. By signing, you will join us in taking a stand to prevent future tragedies, ensuring Saylor's spirit is remembered and celebrated.
