Since the 3rd year of Arizona's assault on his First Student, Inc. School bus by James Caton, we found out that there were violations and safety issues with First Student, Inc. School buses. The violations and safety issues were that the bus staff did not have to undergo National Background Checks, Comprehensive and Specific Training was not being performed, No Crisis Procedure and Protocol Policy, No video cameras on the Special Needs buses, No behavioral Plans, No Transportation Medical Care Plans...just to name a few. What this means is that bus personnel was hired only based on their local criminal records, the bus staff was not trained properly, bus staff did not know what to do if a crisis occurred, there was no video to monitor buses with children that had no language or minimal language, and the staff was not aware of the students behaviors or medical needs. These are the buses that Barrington and RIDE (the Dept. of Education) wanted Arizona to get back on and could not guarantee us that the person that assaulted him would not be on his school bus.
There has been changes over the 3 years: RI State Rep. Anthony Giarrusso passed bill No. 2014-H 7219A requiring National Background Checks in 2014; in 2015, Rep. John J. Lombardi introduced Bill No, 42-28.2-8.3 which required developmental disability recognition training of Police Officers; and in 2016, Senator Metts, Doyle, Crowley, Sosnowski, and P. Fogarty amended 31-10-5.1 regarding bus driver training.
WE CAN MAKE THIS CHANGE TOO- HELP ARIZONA RECEIVE AN APPROPRIATE AND SAFE EDUCATION.
