Fairfax City needs another $4.6M to get the George Snyder Trail started. They recently applied for that additional funding. Here is a progress report:

RJACC stands for the Regional Jurisdiction and Agency Coordinating Committee, which is a committee of staff representatives from jurisdictions and agencies in Northern Virginia that works with the Northern Virginia Transportation Authority (NVTA). The committee's role in transportation includes recommending the programming of millions of dollars for transportation projects and providing regional perspectives on transportation planning. This committee recommended approval of the City of Fairfax's funding request, which it referred to the NVTA.

NVTA: At its meeting on November 13, this committee unanimously approved the request. The NVTA advises the Commonwealth Transportation Board (CTB) on which regional transportation projects should receive federal and state funds.

CTB: This board will meet on December 10 or January 6 to provide the ultimate decision whether the additional funds will be awarded to the George Snyder Trail project. 

Fairfax City Council: The City Council must then approve a resolution to accept the funds. Time is of the essence since on January 12 the bids expire, and the project would need to bid again with a resultant loss of time and possible increase in the cost of the project.

Some council members who in the past have opposed the trail have indicated that they may not accept the additional funding. This would kill the project , and the City would have to pay back $3.7M!!
