Nous, citoyens, appelons le président de la République et l’ensemble de la communauté internationale à reconnaître sans plus attendre l’État de Palestine. Cette reconnaissance doit en effet constituer la première étape pour des négociations qui mèneront à une nouvelle phase historique pour la région.

Le conflit israélo-palestinien, qui dure maintenant depuis plus d’un siècle, atteint depuis le 7 octobre un paroxysme inédit inacceptable. Les extrémismes se déchaînent, entraînant une fracture de plus en plus grande entre les peuples israélien et palestinien. Cette guerre émeut l’opinion internationale et favorise l’antisémitisme et le racisme antimusulman au sein de nos sociétés.

On le sait depuis longtemps, le problème israélo-palestinien est au cœur de la stabilité du Moyen-Orient et son règlement politique est central pour l’assurer. Or, aucune des résolutions de l’ONU, ni les ballets diplomatiques intenses destinés à demander instamment l’arrêt des combats et la libération des otages n’ont été suivis d’effet. Il est donc grand temps de réagir avec force et détermination.

La France, membre permanent du Conseil de sécurité, a depuis longtemps exprimé sa position, la seule possible et viable, par la voix de ses présidents successifs et dépassant les clivages politiques. Ces derniers ont réitéré avec vigueur la nécessité de la cohabitation de deux États : l’État d’Israël, dans des frontières sûres et reconnues – y compris par les États arabes et musulmans qui ne l’ont pas encore fait – et un État de Palestine, un vrai, souverain, à ses côtés, et qui soit membre de plein droit des Nations unies et plus seulement État observateur comme l’est la Palestine depuis 2012. Une telle cohabitation ne peut s’entendre qu’entre deux États démocratiques et pacifistes, renonçant à la violence pour construire une paix durable.

Pour réussir, cette initiative doit rassembler le soutien de la communauté internationale et de la société civile. La reconnaissance de l'Etat de la Palestine par la France doit s'inscrire dans une dynamique collective. 

Reconnaître l’État de Palestine et donner des gages de sécurité à Israël d’abord, négocier ensuite. Une voie étroite et un chemin difficile certes, mais qui, au-delà d’un symbole fort, permettrait enfin la paix des cœurs et la fin de souffrances qui durent depuis trop longtemps.

We, citizens, call on the President of the Republic and the entire international community to recognize without further delay the State of Palestine. This recognition must indeed be the first step toward negotiations that will lead to a new historical phase for the region.

The Israeli-Palestinian conflict, which has now lasted for over a century, has reached an unprecedented and unacceptable climax since October 7. Extremism is surging, causing an ever-deepening divide between the Israeli and Palestinian peoples. This war is stirring international public opinion and fueling both antisemitism and anti-Muslim racism within our societies.

It has long been understood that the Israeli-Palestinian issue is central to the stability of the Middle East, and that a political resolution is essential to securing it. However, none of the UN resolutions, nor the intense diplomatic efforts urging a ceasefire and the release of hostages, have had any effect. It is therefore high time to act with strength and determination.

France, a permanent member of the Security Council, has long expressed its position — the only possible and viable one — through the voices of its successive presidents, transcending political divides. They have strongly reiterated the need for the coexistence of two states: the State of Israel, within secure and recognized borders — including by Arab and Muslim states that have not yet done so — and a true, sovereign State of Palestine alongside it, one that is a full member of the United Nations, and no longer merely an observer state as it has been since 2012. Such coexistence can only be conceived between two democratic and peace-seeking states, renouncing violence to build lasting peace.

To succeed, this initiative must garner the support of both the international community and civil society. France’s recognition of the State of Palestine must be part of a collective dynamic.

Recognize the State of Palestine and provide security guarantees to Israel first, then negotiate. A narrow and difficult path, to be sure — but one that, beyond a powerful symbol, would finally allow for peace in people’s hearts and an end to the suffering that has gone on for far too long.
