Hon'ble Prime Minister, 

I would like to draw your attention towards the historic verdict given by the Hon'ble Delhi High Court on 11th January 2023 in which the Central Paramilitary Forces i.e. Paramilitary Forces (CRPF, BSF, CISF, SSB, ITBP and Assam Rifles) have been declared Armed Forces of the Union.The Honourable court  gave a historic decision in favor of the jawans to restore the old pension as well. Moreover, Eight weeks time was given to implement this decision. 

महोदय हम उन पैरामिलिट्री फोर्स के जवानों की पैंशन बहाली की बात कर रहे हैं जिनके बीच में हर साल सरहदों पर दिवाली मनाते हैं ऐसे आप पहले प्रधानमंत्री जी है।जैसा कि आप पुलिस शहीद स्मारक दिवस के मौके पर दिल्ली में खाकी की तारीफ में एनडीआरएफ का जिक्र करते वक्त काफी गमगीन हुए थे। आप ही तो है जिंहोने अपना कीमती समय निकाल कर सीआईएसएफ स्थापना दिवस परेड की सलामी सम्मान लिए थे। केंद्रीय अर्धसैनिक बलों के जवानों द्वारा की गई देश सेवा एवं भक्ति को नकारा नहीं जा सकता। पुरा राष्ट्र ऋणी है इन बलों द्वारा की गई सर्वोच्च कर्तव्य परायणता का ओर समय समय पर आप ने इन बलों की भूरी भूरी प्रशंसा की है।

Sir, we are talking about the restoration of pension of those paramilitary force soldiers, among whom every year Diwali is celebrated on the borders, you are the first Prime Minister to do so. On the occasion of Police Martyr's Memorial Day, you got very emotional while mentioning NDRF. You are the one who spared your precious time to take the salute of the CISF Raising Day Parade. The service and devotion to the country by the soldiers of the Central Paramilitary Forces cannot be denied. The whole nation is indebted to the supreme devotion to duty performed by these forces and from time to time you have praised these forces. 

देश की लम्बी सरहदों की सुरक्षा का भार बीएसएफ, आईटीबीपी, एसएसबी व आसाम राईफल के मजबूत कंधो पर है चाहे पाकिस्तान से सटे जैसलमेर बाड़मेर का तपता रेगिस्तान हो या चीन से लगती सीमा जहां का पारा माइनस -30 तक पहुंच जाता है । बंदरगाहों, हवाई अड्डों परमाणु ऊर्जा संयंत्रों, मैट्रो, सरकारी भवनों व औद्योगिक संस्थानों की चाक चौबंद चौकसी सीआईएसएफ जवान भली भांति निभा रहे हैं। राज्यों में स्थानीय पुलिस प्रशासन राज्यों की कानून व्यवस्था को बनाए रखने, समय समय पर होने वाले चुनावों को करवाने में निष्पक्ष भुमिका, नक्सलवाद, आतंकवाद से लडने में महारत हासिल भला सीआरपीएफ जवानों से बेहतर कर्तव्य निर्वहन कौन कर सकता है। समय समय पर होने वाली बाढ भूकंप जैसी प्राकृतिक विपदाओं में केंद्रीय सुरक्षा बलों द्वारा आम जान माल की सुरक्षा व बचाव कार्य की पुरे देशवासियों द्वारा प्रशंसा की जाती रही है।  पिछले सालों में आतंकवाद, नक्सलवाद व प्राक्सी वार के चलते सर्वोच्च कर्तव्य का निर्वहन करते हुए सैकड़ों जवानों ने शहादते दी जिसके लिए हमारी कॉनफैडरेसन आफ एक्स पैरामिलिट्री फोर्सेस मार्टियरस वेलफेयर एसोसिएशन द्वारा 14 फरवरी को जंतर मंतर पर पुलवामा शहीदों को श्रद्धासुमन अर्पित किए जाएंगे। 

BSF, ITBP, SSB & Assam Rifles are always protecting our country’s border, be it the hot desert of Jaisalmer Barmer adjacent to Pakistan or the border with China where the mercury reaches minus-30. CISF jawans are keeping a tight vigil of ports, airports, nuclear power plants, metro, government buildings and industrial institutions. From helping the local  administration in the states maintain the law and order, to helping conduct elections from time to time, who can perform the duty better than the CRPF jawans who have expertise in fighting naxalism & terrorism. In natural calamities like floods, earthquakes that occur from time to time, the security and rescue work done by the central security forces has been praised by the entire countrymen. In the past years, hundreds of soldiers martyred while performing their supreme duty due to terrorism, naxalism and proxy war, for which our Confederation of Ex Paramilitary Forces Martyrs Welfare Association will pay homage to the Pulwama martyrs on 14th February at Jantar Mantar.

जैसा कि आप को मालूम है कि एसपीजी, एसडीजी, पीडीजी, एनएसजी इन्ही पैरामिलिट्री फोर्स की सिस्टर विंग है जो कि प्रधानमंत्री जी व अन्य वीवीआईपी की सुरक्षा में तैनात हैं । आरएएफ एनडीआरएफ व कोबरा भी हमारे पैरामिलिट्री फोर्सेस के अभिन्न अंग है। माननीय प्रधानमंत्री जी याद दिलाना चाहेंगे जब आप आईटीबीपी जवानों की हौसला अफजाई के लिए काबुल गए थे।हमारे सुरक्षा बलों द्वारा ना केवल देश बल्कि विदेशी शांति मिशनों में भागीदारी निभा उच्च कोटि की कर्तव्य परायणता के उदाहरण पेश किए हैं।

 As you know that SPG, SDG, PDG, NSG are the sister wings of these paramilitary forces which are deployed in the security of Prime Minister and other VVIPs. RAF NDRF and CoBRA are also an integral part of our Paramilitary Forces. Honorable Prime Minister, I would like to remind you of the time you  went to Kabul to encourage ITBP jawans. Our security forces have been the examples of high degree of devotion to duty by participating in peacekeeping missions not only in the country but also abroad.

माननीय प्रधानमंत्री जी कोरोना महामारी में जान की परवाह ना करते हुए कोरोना वेरियर सफाई कर्मचारी ,नर्सेस ,डाक्टर, रेलवे कर्मचारी,अध्यापक वर्ग, सिविलियन कर्मचारियों के साथ साथ पैरामिलिट्री फोर्सेस के जवानों द्वारा आम भारतीयों के कोरोना काल में मददगार साबित हुए। बिना पैंशन कैसे बुढापा कटेगा जिंहोने जिंदगी के 40 महत्वपूर्ण साल देश सेवा में लगाए।  माननीय उच्च न्यायालय द्वारा सुनाए गए ऐतिहासिक फैसले जिसमें पैरामिलिट्री फोर्सेस को आर्म्ड फोर्सेस ऑफ द युनियन व पहली रक्षा पंक्ति मानते हुए सेना के बराबर माना है जिसमें कहा गया है कि चाहे वो जवान 2004 से पहले का भर्ती हो या बाद का पुरानी पैंशन का अधिकारी है।

 Honorable Prime Minister,during the Corona pandemic,uncaring for their own lives alongside corona warriors like sweepers, nurses, doctors, railway employees, teachers,  soldiers of paramilitary forces proved to be helpful to the people of our country. These soldiers who spent 40 important years of their life in the service of the country,How will we survive their old age without pension??? 

The historic judgment pronounced by the Hon'ble High Court in which the Paramilitary Forces are considered as the Armed Forces of the Union and the first line of defense is considered equal to the army, the judgement also said whether the jawan is recruited before 2004 or after, he is entitled to old pension. 

अब बीस लाख पैरामिलिट्री परिवारों की निगाहें माननीय प्रधानमंत्री जी की ओर लगी है। उम्मीद करते हैं कि लोकप्रिय प्रधानमंत्री जी रंगों से सराबोर होली के पावन पर्व पर पुरानी पैंशन बहाली बौन्नजे की घोषणा करेंगे यही सच्ची श्रद्धांजलि होगी उन पुलवामा व गलवान शहीदों को जिंहोने देश की आन बान शान के लिए अपना सर्वस्व न्यौछावर कर दिया।

Now the eyes of twenty lakh paramilitary families are on the honorable Prime Minister. We hope that the popular Prime Minister will announce the old pension restoration on the auspicious festival of Holi, this will be the true tribute to those Pulwama and Galwan martyrs who sacrificed their lives for the country's pride.
