Who are we ?

We are the office of APEEP, Parents Association of the School Promenades Crécy-la-Chapelle, elected during the formation of the association on October 4, 2018.
We are all parents elected.

Why a new Parents' Association?

The principal of the school learned at the same time that mid-September there was no more!
This was confirmed during a mediation meeting with the president of the APAEM, Association of Parents and Friends of the nursery school of Crécy-la-Chapelle and elected officials.
The APAEM, after decades of existence has therefore disappeared by a decision of 6 parents.
So we launched the APEEP for the good of all the children of the nursery school of Crécy-la-Chapelle!

Who is the APAEM-API?

The APAEM, Association of Parents and Friends of the nursery school of Crécy-la-Chapelle has become the API, Association of Independent Parents, at a GA in June-July 2018.
The APAEM worked exclusively in interest of the nursery school.
The API should no longer have any direct link with the kindergarten. The API can be summed up in an association of events for children on Crécy-la-Chapelle.

What's the problem ?

This new association of events for children in our city has therefore kept the funds (which we estimate at least 1000 €) and equipment (inflatable structure worth 3 100 €, a candy machine with 300 candy €, and miscellaneous equipment) of the APAEM.
All the funds collected by parents and friends for kindergarten children in Crécy-la-Chapelle are used to feed an association that will not fulfill any of the current missions of a parents' association!
This is simply a misuse of the objectives of the funds collected.

The APAEM disappeared by a decision of 6 parents, including the office composed of Louisa DJERRAH and  
Of the 3 voting parents, brought to our attention (the API does not want any transparency in its decisions), 2 do not even have children in kindergarten! Note in passing that the 2 members of the office do not live in Crécy-La-Chapelle.
It's funny to see an association of parents denatured by "Friends" of the Kindergarten, and thus remove the only association of the school that allowed the support of the school cooperative and the financing of more entertaining events for children ...
Because the API will no longer finance Santa Claus in chocolate or egg hunt at Easter, and will not pay money to support the educational projects of the kindergarten cooperative!

During a mediation meeting, organized on 2 October with the presence of elected representatives from Crécy-la-Chapelle, the IPA indicated that, following the evolution in its statutes, the creation of a new association of parents Kindergarten students were imperative ...
In this statement, the IPY office confirms that they have created a gap that we had to fill urgently to try to maintain activities for our kindergarten children!

During this meeting, the president of the API told us that her actions and the assets produced within the association of the parents of kindergarten pupils come back to her and that it is therefore normal that her new association do not leave 0!
Forgetting in passing article 9 of the statutes of the APAEM which specified that all the functions of the association are free! Indeed, she considers that all or part of the assets of the APAEM is a due that she can use as she wishes ...
And if she finds it normal not to start from nothing, let the new association of parents of students of the kindergarten from scratch is normal for her!

Note that the APAEM office was composed of only 2 members, when the statutes impose a minimum of 3!
No GA was convened following the resignation of the secretary, declared in prefecture on 12/10/2016. Moreover, no declaration in prefecture has been made since ... No declaration has also been made in town hall for several years.
For information, our requests for several months to have access to the statutes and bylaws of the APAEM remained unfulfilled.
The decisions taken since that date can all be called into question because the office did not respect the statutes of the APAEM  !

Let's go back to the extraordinary GA of the APAEM who voted for the change of statutes.
The APAEM-API took advantage of its non-existent administrative management (no registration form, no subscription, etc.) to consider its active members (for example, participating in all the events of the association of the year, convened in office meeting) as not being a member!
In addition, the principal of the school, a member of the law office, was also not summoned to the AG changing the statutes.
The extraordinary GA is therefore tainted with nullity  !

After many exchanges, the API decided to return the money from the municipal subsidy to parents of kindergarten students at APEEP.
The API has also decided to make a donation to the cooperative of € 300 and a donation of equipment (inflatable structure and machine candy floss).
The API has therefore decided to keep at least 500 € collected for kindergarten children in its accounts and give 0 € to the new Parents' Association!

Through this petition, we also want to alert the inhabitants of the country, as well as elected officials, and the competent authorities that the president of the APAEM-API is also president of other associations in the territory, such as the school. of music of the country.
And that it is abnormal that a president can benefit in 2018 from 17 000 € of public subsidy even though the changes of office of the school of music have not been declared in prefecture since 2014! (Passable of 6 months of prison and a fine of 3000 € in case of recidivism ...)

What do we want?

As the Extraordinary GA of change of status is invalid, we therefore demand that this Extraordinary GA be reorganized by including all the active members of the APAEM for the 2017-2018 fiscal year , and that all parents not be included. having no children in kindergarten and having participated in no action or meeting of the APAEM in 2017-2018 before the GA.
In view of the serious events of failure in the management of APAEM, we demand the resignation of the office of the APAEM-API at the beginning of the session .

We also require the APAEM-API to pay all the funds collected to date (by actions carried out by parents of kindergarten students and by the rental of the inflatable structure) to APEEP.
We consider that funds committed for events that are not intended for kindergarten children as a betrayal for all parents who participated in these collection actions. We therefore require that these expenses not be deducted from the amounts to be paid to APEEP

We demand from the town hall of Crécy-la-Chapelle that it prohibit any action of this association on the commune, as long as an extraordinary GA did not take place and that the funds are not returned to the APEEP .
But also as long as this association does not respect its own statutes and regulations, as well as the law.

We hope that no other association is associated with the API until the above points are obtained.
Indeed, such a partnership is worth acceptance of the disputed behavior of APAEM-API members .
We will call you all to boycott these events to denounce the actions described above!
