New officially proposed changes to legislation

Here is the new proposed changes to the ink law, as it is currently in process in the Senate and Assembly. Here is your opportunity to have a major influence on the laws that will be regulating the tattoos you are giving or receiving- Please note- old verbiage is in [brackets] and proposed changes ARE IN CAPS I have been in contact with the Department of Health (as they would be designated by this bill to regulate the various ink processes) and they have assured me that they will be basing their rules on the input the have received from multiple artists as a result of the petition, and already proven safe and effective industry standard procedures, which are in line with methods describes in this petition. I am happy with the changes this proposes to these problematic sections of the public health law - with one exception that I have been suggesting since the beginning, and has been largely ignored - I understand the need to open needles in front of the client (any good artist should be doing this anyways), and while I may not agree with requiring our clients to babysit us by signing a confirmation form saying we did, I know that is simply a bearable minor inconvenience. HOWEVER, requiring a copy of that confirmation be given to the client is excessive. I have proposed several times to Senator Carlucci and Assemblyman Zebrowski that the copy this form be required to be *offered* to the client. This way the client knows it is something they can have, but we aren't wasting massive amounts of paper on the 90% of clients who will turn around and throw it out.
