I propose a 5 year jail term for anyone caught stealing a family pet or anyone who knowingly assists them. Pets aren't just personal property. Their theft can have long lasting traumatic effects for their owners, be they young children or the elderly. In many cases these animals are the nearest thing to a friend some people have and the emotional damage their theft causes must be reflected in the legal penalties. I also propose changing the law to only allow the sale of dogs through the website of a council dog pound with a percentage of the sale price going to the pound. The exception to this would be bord na gcon for selling racing greyhounds and the irish kennel club for selling show dogs. This second law would make it harder to sell stolen dogs online. Anyone selling a dog through these websites would have to agree to animal welfare inspections.
