To: Mayor and Members of Markham City Council

Outdoor skating is a cherished Canadian winter tradition that promotes community connection, healthy activity, and family engagement.

Currently, the City of Markham prohibits skating on public lakes and ponds. While safety is important, a blanket ban prevents responsible winter use of natural spaces when conditions are suitable.

We respectfully request that Markham City Council:

Review the existing bylaw prohibiting skating on natural water bodies
Designate appropriate natural lakes or ponds for winter skating
Establish safety guidelines (e.g., minimum ice thickness, inspection protocols, public signage)
Implement a managed program similar to neighbouring municipalities
Cities across Ontario allow outdoor skating Under monitored conditions. Markham residents deserve the same opportunity to safely enjoy winter recreation in our community.

We urge Council to initiate a formal review and public consultation process to modernize this bylaw.
