My daughter is 35 years old but mentally, she's still a baby; functioning at just 12 months. Our nightmare is the caregivers that have abused her by pulling her hair, neglectfully allowing her to fall down 13 stairs that caused a brain injury, which could have been fatal, and breaking both bones in her wrist – a horrific reality no one should experience. This needless suffering is a direct impact of the 40/60 rule that resides in Pennsylvania, a rule which tragically limits the hours family members can provide care. This often forces families to rely on outside caregivers or have them displaced and put into a facility where nothing is familiar and the level of care is not where it should be.

This unforgiving rule has taken away our ability to care for our loved one, played a role in the mental and physical traumatization of my daughter, and many others across Pennsylvania sharing the same fate. We wish to change this, to better protect those we hold close, to ensure that they live in a safer, and more compassionate environment.

Given the information from Pennsylvania’s Department of Human Services, there are an estimated 675,000 unpaid family caregivers across our state. Imagine what could change if these caregivers weren't so restricted by a rule that hardily considers the unique situations families like ours face daily. By amending the 40/60 rule, we could ensure more comprehensive care for those who require it, from the people they trust and love the most.
