Amend New Jersey Police Licensing Act Title 13
The Issue
We, call for immediate reform of the New Jersey Police Training Commission (PTC) Licensing Act "Title 13", which has overstepped its authority and hijacked the hiring power from police departments across the state. Instead of allowing local agencies to choose who they believe is best suited to serve and protect their communities, the PTC has assumed the role of judge, jury, and gatekeeper—playing God with the futures of aspiring officers.
This is not justice. This is not due process. This is not America.
The PTC and the Title 13 guidelines has created a culture of unchecked power and discriminatory gatekeeping—making arbitrary, inconsistent, and unfair licensing decisions behind closed doors. Most disturbingly, they are weaponizing dismissed, expunged, and long-past records—some even predating applicants’ service in law enforcement—to target and eliminate candidates they personally deem “unworthy.” The PTC, along with its Deputy Attorney Generals and investigators, have taken it upon themselves to use old, legally expunged, and dismissed charges against officers, weaponizing these past incidents to deny them the right to continue their careers, despite having never faced disciplinary action while on duty.
This dangerous practice flies in the face of equal opportunity, rehabilitation, and basic fairness. It disproportionately harms individuals who have overcome adversity and proven themselves worthy to serve their communities with honor.
We demand that the PTC end these abusive, discriminatory practices immediately.
We demand the restoration of hiring discretion to the departments.
We demand equal standards across the board, with transparent, lawful, and unbiased review processes.
We demand a system that uplifts, not punishes.
We demand reform NOW.
I urge publications to investigate and expose this troubling issue. The dedicated men and women in law enforcement deserve to be treated with the same fairness that our state claims to offer everyone else. I hope this matter will be brought to the attention of the public so that the necessary changes can be made to ensure equal treatment under the law.
