One of my favorite Spanish sayings is "con Dios todo, sin Dios nada," which means "with God everything and without God nothing." Carmen's FNG level one grievance hearing was today, and I am confident we hit it a bullseye because God led me to the 'smoking gun'! Long story short, the most likely reason the Clear Brook High School principal did not want to hold the counselor responsible for tricking Carmen into signing up for AP Physics, is because the district is in a panic about low enrollment and the counselor's are the first line of defense against empty classes at CBHS!

Fact #1: December 2025 CCISD Board meeting highlighted a projected 10 year DECLINE in enrollment

Fact #2: February 2025 CCISD relaxed their limited open enrollment guidelines in a desperate act to increase enrollment by any means necessary. (see screenshot from Community Impact Feb. 2025 edition)

Fact #3: While, some schools in CCISD are fully enrolled, Clear Brook High School is NOT ONE OF THEM!

Make no mistake, I REFUSE TO STAND BY AND ALLOW CCISD OR ANY OTHER DISTRICT TO SACRIFICE THE FUTURE OF BRIGHT STUDENTS ON THE ALTAR OF DESPERATION!!

That said, Mr. Franklin Moses, the CCISD secondary school superintendent, was gracious enough to offer Carmen an apology for this whole ordeal, and we agreed that this experience can make CCISD even better! We expect to have the district's decision on the grievance in a few weeks.

Best,

Dr. Monique Bailey
