AMBER ALERT REFORM NOW: Include Non-Verbal Autistic & Neurodivergent Children

The Issue

📣Children who are autistic, non-verbal, or developmentally disabled are 160 times more likely to die from accidental drowning or wandering. Yet when they go missing, AMBER Alerts are not activated—because there’s no confirmed abduction.

That silence has cost lives.

We demand that the AMBER Alert system be expanded to include children in mental health crisis, non-verbal, and/or with intellectual disabilities who are under 18 and missing.

💔 Why This Matters:

Endangered Person Advisories (EPA) don’t reach the community fast enough. When a child can’t speak, recognize danger, or ask for help time is everything. This is not just a missing child. This is an intermittent danger situation.

In Kansas City and across the nation, we’ve seen it:

No Amber Alert.

No system urgency.

And too often… no safe return.

We lose our children to silence.

Let’s make sure they never go missing unheard again.

 

🔧 What Needs to Change:

 

We call on lawmakers, law enforcement agencies, and AMBER Alert governing bodies to:

 

✅ Expand AMBER Alert eligibility to include:

Non-verbal children

Youth with autism or developmental disabilities

Missing individuals under age 18 with known safety risk or mental health crisis

✅ Classify elopement from home/school/care facilities as potential life-threatening danger.

✅ Train law enforcement to recognize communication barriers as equivalent risk to abduction.
