Allow Students to Wear Hats in School for Health and Personal Reasons

 Lice affect 6 to 12 million children ages 3-11 in the U.S. each year, according to the Centers for Disease Control and Prevention (CDC). Furthermore, those who have personal problems resulting in a need for a hat shouldn't have to suffer due to a rigid dress code.
