Allow electric scooters in Surrey by joining BC’s e-scooter pilot program
The Issue
I started this petition after my teenaged children saved their own money to buy electric scooters as vehicles and insurance is simply too expensive. A few months later we learned they can’t legally use them in Surrey, British Columbia. We chose lower-speed models and made sure they wore helmets, but Surrey currently does not allow e-scooters on public roads or bike lanes.
Residents of Surrey deserve access to the same safe and sustainable transportation options available in other Metro Vancouver communities.
Many municipalities in British Columbia have joined the provincial electric kick scooter pilot program administered by the Government of British Columbia. Cities such as Vancouver, Kelowna, and North Vancouver allow residents aged 16 and older to use e-scooters legally under clear safety rules, including helmet requirements and speed limits.
E-scooters are ideal for short trips and can help reduce traffic congestion, parking demand, and vehicle emissions. They are also environmentally friendly: replacing a 3 km car trip with a scooter can save roughly 1.5–2 kg of CO₂ emissions per trip, according to provincial transportation studies. With gas prices in Metro Vancouver averaging $1.80–$2.00 per litre and vehicle insurance costs rising, e-scooters offer an affordable transportation alternative and provide independence for students, commuters, and young adults.
By joining the provincial pilot program, Surrey could introduce clear regulations—such as speed limits, helmet use, and designated riding areas—while giving residents access to a transportation option already working successfully in other municipalities.
As one of the fastest-growing cities in the province, Surrey should not be left behind as communities adopt modern mobility solutions that support affordability, sustainability, and transportation choice.
We urge Surrey City Council to join the provincial electric kick scooter pilot program and allow residents to safely and legally use e-scooters in our community.
