AI: Prevent Conflicts, Accelerate Human Adaptation
The Issue
To: The Secretary-General of the United Nations and the leaders of the world's major AI companies
We, the undersigned, believe the future of artificial intelligence must not be shaped by competition and profit alone. It must rest on the value of human life and the resilience of society.
The regulation of autonomous weapons is already under discussion at the United Nations - this petition does not duplicate that process. It is about what does not yet exist: the systematic use of AI to prevent armed conflict, and the rapid adaptation of people to a changing labor market.
Why now. According to ACLED, armed conflicts claimed more than 240,000 lives in 2025, and one in six people worldwide lives in an area affected by conflict. At the same time, AI has become the reason U.S. employers most often cite when announcing job cuts, while the $1 billion retraining fund announced by AI companies themselves covers just one country. The technology is global - the response to its consequences is not.
We call for four verifiable commitments
1. AI for conflict prevention and lasting peace. Multiply the funding and deployment of conflict early-warning systems, AI support for peace negotiations, and ceasefire monitoring - with open evaluation methodologies, indicators, and results. The goal: to detect escalation risk months before a crisis turns into open conflict, and to prevent a return to violence after peace agreements.
2. Rapid workforce adaptation - at global scale. Expand AI-based retraining and job-placement programs to global coverage, co-funded by governments and AI companies, with income support during the transition. The speed standard: first new qualifications in weeks, re-employment in months - not years.
3. A monthly public dashboard. Publish openly available data, updated monthly: the number of early warnings issued and actions taken in response; the number of people in retraining programs, time to re-employment, and placement rates. Consolidated official reports - quarterly.
4. Public participation. Establish permanent international consultation platforms at the UN where researchers, organizations, and citizens can submit proposals for the peaceful use of AI and receive a public response.
