The Issue

The Windsor Essex urban Indigenous community, an integral part of our multicultural fabric, finds itself in a troubling situation. Many of us seek meaningful involvement in the Can Am Indian Friendship Centre (CAIFC), but are met with unclear membership pathways. This has silenced our voices, restricting our ability to vote and actively participate in important decisions that affect our community.

At the heart of the problem lies a deficient intake process that offers no clean or defined path to membership. Some are not comfortable filling out an intake form requiring personal information when it is not services they are seeking.  While a corporate membership is often sought by new applicants, what many truly seek is the ability to engage actively within CAIFC, uphold accountability, and ensure transparency in governance. Our community members feel disconnected and are left worrying about pressing issues such as the recent departure of the treasurer, who cited concerns over liability. 

As non-members, we recognize we do not possess a direct vote within CAIFC's internal corporate structure.

However, as the very community CAIFC is mandated to serve, our voices are vital to the health, integrity and cultural safety of this institution. 

The inability to remove a board member following racist behavior  and targeted hostility toward Indigenous women within Windsor Essex has exposed critical gaps in governance. This lack of swift accountability has created deep, systemic divisions within our community including BIPOC. 

A deeper problem lies in the fear among potential members, fostered by observable gatekeeping at the leadership level. Close familial connections between board members, including the President and Executive Director, further complicate perceptions of fairness and impartiality, leading to hesitation and apprehension among those wishing to apply for membership.

CAIFC, as a non-profit organization operating under the Ontario Federation of Indigenous Friendship Centers (OFIFC), should reflect the values of inclusivity and transparency. It carries the noble responsibility of being status-blind for the urban Indigenous people. It is our right as community members to have a say in matters that impact our lives deeply, ensuring that our collective concerns are not only heard but are addressed with due diligence and respect.

To resolve these issues, we propose the implementation of a transparent and streamlined membership process that is easily accessible and clearly communicated, alongside enhanced governance measures to prevent any conflicts of interest.

1. Establishing a transparent membership application procedure that includes clear criteria and timelines.
2. An independent review of governance practices to address potential conflicts of interest.
3. Creating an oversight committee that includes diverse community representatives to ensure accountability and transparency.
