Address education gaps in the Philippines
The Issue
Petition: A Call to Action for the Literacy Crisis in the Philippines
To the Department of Education, the National Government, and the Filipino People:
We are standing at a critical "turning point" for the future of our nation, yet millions of our children are being left behind in the dark. Recent data from EDCOM 2 reveals a staggering "proficiency collapse": while 30% of our students show proficiency in Grade 3, that number plummets to a heartbreaking 0.47% by Grade 12. We cannot ignore the fact that 24.8 million Filipinos are now classified as functionally illiterate—meaning they may recognize letters, but they cannot comprehend, infer, or apply information to survive in a modern economy. It is a national emergency when 91% of our 10-year-olds cannot read a simple story, and when one in five high school graduates enters adulthood without the basic skills to navigate a job application or detect misinformation. This crisis is not merely an "education issue"; it is a cycle of poverty fueled by overcrowded classrooms, a 5.5-year learning gap, and a systemic failure to support our teachers. We petition for the immediate, transparent implementation of the National Education Plan (NatPlan) 2026–2035, a massive scale-up of the ARAL Program for learning recovery, and an uncompromising commitment to early childhood nutrition and literacy. Our children are not just statistics; they are the architects of our future, and we refuse to let another generation graduate into a world they cannot read.
Key Demands for Reform:
Prioritize Foundational Skills: Decongest the curriculum to focus heavily on reading, writing, and numeracy in the early years (K-3) through the MATATAG Curriculum.
Expand Remediation: Full funding for the ARAL Act to provide tutors for the 6.7 million learners currently in need of urgent intervention.
Support for Teachers: Address the "pedagogy gap" by providing better training, higher salaries, and reducing the administrative load that prevents actual teaching.
Bridging the Digital Divide: Ensure the nationwide rollout of AI-powered literacy tools, like Reading Progress, reaches "Last Mile" schools in remote areas, not just urban hubs.
