BREAKING NEWS | MORE SEXUAL HARASSMENT: A female officer was stuck on dispatch. The room was on "boners" ("penile erection") and Viagra ("blue pills"). It was said, "After 50 you never let a boner go to waste." Then a campus sex-assault case, laughed off as an orgy and a payout. Supervisors were in the room. No one shut it down. She got sick and left. Veterans Affairs already had a signed sexual-harassment case on this department. The conduct still happened.

MALE OFFICERS TALKED ABOUT THEIR PENISES. THEN A RAPE CASE IN THE NEWS.

On October 2, 2026, between 4:15 and 5:00 a.m., a female VA police officer was on dispatch in Room D106 at the Phoenix VA Police operations center. Phoenix VA Police whistleblowers report that the conversation in the common office never moved to a private room. No supervisor shut it down. She became ill and mentally exhausted, requested leave, and left the rest of the shift.

Present, by that account, were supervisory officials and leadership. Six people in the room with her.

THE ROOM DID NOT GO QUIET

On duty. In uniform. Leadership in the room. The hour did not stay on the work.

Protected Activity, Then the Room Talked

Whistleblowers report that on-duty personnel disparaged two former officers, one Hispanic and one Black. Both had engaged in protected activity. Protected disclosures. EEO complaints. Federal civil rights lawsuits. The room did not have to say those words. Attacking their character and their service was enough. The lesson sits in the open. Speak up in this department and the room talks about you.

Then the talk turned sexual.

"After 50 You Never Let a Boner Go to Waste"

"Boners" ("penile erection"). Viagra ("blue pills"). It was said, "After 50 you never let a boner go to waste." Said in the common office, not in a private room, with supervisory officials and leadership present. No one ordered it to stop.

"It Wasn't Rape, It Was an Orgy"

The same room then took up a 2024 Cornell sexual-assault case, still a current and contested case in the national argument over campus rape reports, and dismissed the complainant. Two lines from the room: "it wasn't rape, it was an orgy," and "she just wants money."

The Case Was Not Theirs. The Room Judged It Anyway.

Male law enforcement officers, on a federal shift, with supervisory officials and leadership in the room, minimizing a sex-assault report from the news and calling the complainant a payout. That is the line. Not a crime inside the department. A room, before sunrise, still treating a rape case in the news as a joke.

SUPERVISORS WERE NOT IN ANOTHER OFFICE

Whistleblowers report that supervisory officials were in the room while the dialogue happened. Accounts differ on who joined it and who only stayed in it. What does not differ is that no one enforced policy or ordered it to stop. The other officers in the room participated or sat through it.

That is the sentence the rest of the record has been waiting on. Not a closed file. A live room. Supervisory officials and leadership in it.

SHE LEFT THE SHIFT

She became ill and mentally exhausted, requested leave, and removed herself from the remainder of the shift. She was driven out of the workplace.

This account was brought to us by Phoenix VA Police whistleblowers. It is not a completed investigation. It is the hour, put on the record the day it happened.

REWIND TO 2025. SHE REPORTED HARASSMENT. SHE GOT 300 DAYS. HE KEPT THE BADGE.

This is the same officer who became nationally known in the VA system as the Short Latina Officer, 4 feet 11 inches. She was detailed for 300 days after reporting a substantiated racial and sexual harasser. That official was permitted to stay a supervisory police officer for three years — September 2023 to August 2026 — with a Title VII Civil Rights Act violation for racial discrimination against a Black officer, and sexual harassment for simulating masturbation. Permitted by the following:

  • Phoenix VA Health Care System Executive Leadership Team
  • Phoenix VA Police Management
  • Executives of theof the Office of Operations, Security, and Preparedness (OSP)

The Record They Already Signed

The hour ties to the record already public. Harassment Prevention Program (HPP) Case 6210, signed by Associate Director Stacey Scherpf, who had oversight of the Police department at the time, over a simulated sex act directed at a female employee. A letter of counseling, not a removal. VA Handbook 5021, Part I, Appendix A, offense 35, sets the range for a first sexual-harassment offense at reprimand to removal.

A counseling letter is not discipline under that book. It sits under the floor. A Title VII racial-discrimination finding the same year, against a Black officer, OEDCA Final Agency Decision, Agency Case No. 200P-644-2022-147530. A move in August 2026 to a new law-enforcement title instead of out of the department.

He Was Not in the Room. The Culture Was.

The substantiated racial and sexual harasser was not in Room D106 that morning. He was not one of the supervisory officials. He was not one of the officers in the conversation.

He did not have to be.

THE MESSAGE WAS CLEAR: YOU CAN COMMIT SEXUAL AND RACIAL HARASSMENT — AND BE PROTECTED

For three years after a signed sexual-harassment case and a Title VII racial-discrimination finding, he was left in a supervisory chair. The message to the rest of the department did not require him to be on the shift. A counseling letter and a new title told every officer in the building what the line actually was:

Talk like that, and the badge stays. Report it, and you are the one who gets detailed.

NOBODY ORDERED THE ROOM TO STOP

That is how a culture gets permitted. Not by one man repeating himself at 4:30 a.m. By leadership leaving him in place long enough that other federal officers, with supervisory officials and leadership in the room, felt comfortable saying it themselves. Nobody ordered the room to stop.

The findings were supposed to end that permission. They became the permission.

THE LETTER TO DR. REGINALD G. A. NEAL WAS ABOUT THE WOMEN

Dr. Neal, this letter was emailed to you and submitted to the Department of Veterans Affairs for institutional awareness. It was not a general complaint about a department. It was about the women.

He Kept the Badge. The Letter Said So.

It told you that on September 20, 2023, Phoenix VA Executive Leadership (Scherpf) substantiated sexual harassment against a supervisory police official who, in uniform and in view of subordinates, simulated masturbation behind a female employee. Harassment Prevention Program (HPP) Case 6210.

It told you the same official was found to have subjected a Black officer to a racially hostile work environment. It told you he kept the badge, the firearm, and full supervisory authority, and repeatedly served as Acting Chief. No demotion. No suspension. No removal from selecting-official duties.

What Happened to the Women Who Reported

Then it told you what happened to the women who reported. Female employees lost authority. Some transferred. Some resigned. Others stayed silent because they believed speaking up would end a career. The letter asked the Department of Veterans Affairs to protect the employees who had already reported, and to assess the penalty against VA Handbook 5021.

THEN OCTOBER 2 HAPPENED

A female officer was on dispatch before sunrise while supervisory officials and leadership sat through a room that talked about "boners" ("penile erection") and Viagra ("blue pills"). It was said, "After 50 you never let a boner go to waste." The room dismissed a sex-assault report as an orgy and disparaged a Hispanic former officer and a Black former officer who had engaged in protected activity. No one stopped it. She left the shift sick.

That is the inaction. The letter named the women. The room answered.

FINAL WORD

Female Veterans. Female employees. Female patients. If you report a sex crime or sexual harassment to this department, this is what that room already said about a sex-assault case.
