From Supervisor to “Specialist”: Phoenix Veterans Affairs Police Relabeled a Racial Harasser

DATELINE | SPECIAL REPORT — ACCOUNTABILITY IN ACTION
PHOENIX, PVAHCS —Late August 2026. Phoenix VA Police did not take the badge. It performed a personnel trick. A "Federal Law Enforcement Officer" already carrying substantiated racial and sexual harassment findings was moved out of the old supervisory box and dropped into a new OSP series: Law Enforcement Specialist, series 1801. The campus did not change. The gun did not change. The arrest power did not change. Only the title did.

THEY DIDN’T TAKE THE BADGE. THEY RELABELED IT.
The agency already had the files.
The Record Did Not Change
- Title VII racial discrimination against a Black officer. (FAD Case No. 200P-644-2022-147530)
- Substantiated sexual harassment — simulating masturbation behind a young female employee. (HPP Case No. 6210)
What changed was the paperwork around the man.
They Used The Personnel System To Keep The Power
They used the personnel system to keep a compromised official in law-enforcement power after the agency had already ruled against him. Phoenix VA Police and OSP did not empty the bag. They printed a new label and left the R.O.T.T.E.N. apple inside it.
Why Series 1801 Matters
A “specialist” title sounds like a sidestep. Series 1801 is not a clerk job if the officer still carries a firearm, still keeps credentials, and still holds arrest authority on a Veterans campus. He can still detain. He can still arrest. He can still use force. The public is being asked to treat a series change as accountability. It is not.
REMOVAL DID NOT HAPPEN. A SERIES CHANGE DID.
Phoenix VA Executive Leadership already sat with this Law Enforcement Official in morning meetings after the findings. Phoenix VA Police leadership already kept him in the chair.
Twenty Years In The Same Shop
The same leadership circle has been in that building for almost two decades. Removal did not happen. A series change did. The gun stays. The badge stays. The official who was substantiated for racial bias against a Black officer still has the power to arrest (ironically, Black people for any offense).
The officer substantiated for sexual harassment—for simulating sexual gestures behind a female employee—still has authority on a campus (ironically, one that actively employs, serves, and treats Women).
OSP CANNOT CALL THIS A SURPRISE
OSP executives and OS&LE / LEO-CID officials have been emailed. They have the findings. They inherited the problem. They had the chance to cut him loose.

Hope, Washington Sends Its Specialist
Sheriff Will Teasle is no longer just running the town. Congratulations. Hope now has a Law Enforcement Specialist.

- Same face.
- Same bag of R.O.T.T.E.N. apples.

The agency changed the wrapping, not the official. The record is the same. Only the org chart moved. Our production team gets to relabel the villain while he keeps the gun. That is the joke. It is also the point.
National oversight that knows the file and still leaves the credential in place is not a cleanup. It is a forwarding address with a new position description.
THE LIABILITY DID NOT TRANSFER OUT
A title change does not wash a Title VII finding.
Series 1801 does not cancel HPP 6210.
A late-August shuffle does not make the three offices disappear from the story.
Police Department Kept Him. Executives Allowed It. OSP Relabeled It.

- OSP inherited the problem and relabeled it series 1801.
A new box on the org chart does not erase the findings or the offices that left him armed after they knew.
