The Health and Life Act (Lex Vitae et Salutis)
An Act for the Constitutional Establishment of the Natural Right to Free Existence, Health,
Sustenance, and Domicile within the Sovereign Indigenous Constitutional Republic
Commonwealth , the Global Republic of Tartaria.
Preamble and Declaration of Sovereignty
WHEREAS, the Global Republic of Tartaria is a Sovereign Indigenous Constitutional Republic
Commonwealth Nation, founded upon the timeless principles of justice, truth, and the inherent dignity of
the individual;
WHEREAS, the former Terra Corupta System is hereby recognized and deemed a system of evil by the
Supreme Architect of the Universe and the Cosmos, being fundamentally corrupted by deception, deceit,
lies, corruption, exploitation, extortion, and evil agendas against humanity;
WHEREAS, this Act serves to codify the moral law into civil law, ensuring that the foundations of the
Republic are built upon the sacred rights of its citizenry;
NOW, THEREFORE, BE IT ENACTED by the Grand Council of the Global Republic of Tartaria:
Article I: Definitions of Fundamental Rights
Section 1.01: Life, Liberty, and the Pursuit of Harmonious Existence
Life is defined as the inherent, inalienable, and free existence of an individual born upon this planet,
requiring the unalienable access to the Three Basic Needs and the Right to Health. The Right to Life is
affirmed by the following immutable equation:
Liberty is defined as the personal freedom to act, speak, and think without restraint, so long as the
exercise of such freedom does not infringe upon the Right to Life or Harmonious Existence of any
other citizen.
Harmonious Existence is defined as the pursuit of a balanced and cooperative life, free from want, fear,
and oppression, facilitated by the assurance of the Three Basic Needs and a foundational respect for all
life.
Section 1.02: The Three Basic Needs
The Three Basic Needs necessary for life to be possible are: Food, Water, and Shelter.
Article II: Duty to the Vulnerable
Section 2.01: Upholding Article 10
This Act shall be governed by and enforce the moral imperative set forth in Article 10: Duty to the
Vulnerable of the Republic’s Moral Code, which mandates:
"It is the moral imperative of the strong, the capable, and the established to offer support and protection to
the weak, the young, and the vulnerable. No citizen shall be permitted to suffer want or destitution
while the Republic possesses the means to assist them.
"
Section 2.02: Prohibition of Destitution
The Republic shall establish immediate mechanisms to identify and eradicate all forms of destitution and
suffering caused by want, ensuring that the means to assist are deployed instantly upon identification of
need.
Article III: The Right to Health
Section 3.01: Free Healthcare and Medicine
It is the natural right of every citizen of the Global Republic of Tartaria to receive free healthcare and
medicine. This right encompasses all necessary medical, dental, optical, and psychological care,
treatment, and preventative medicine, without cost or charge to the individual.
Section 3.02: Government Mandate for Facilities
The Government of the Republic shall be legally and morally obligated to create, fund, staff, and
establish a comprehensive network of medical facilities, including hospitals, clinics, and specialized
wellness centers, sufficient to serve the entire population effectively and without delay.
Article IV: The Medical Guild and Practice Warrants
Section 4.01: The Medical Guild
All personnel engaged in the practice of health, medicine, and healing arts within the Republic shall be
an active member of the Medical Guild. The Medical Guild shall be the self-governing body responsible
for upholding the highest ethical and professional standards, research, and education.
Section 4.02: Special Warrant of Medical Practice License
No individual shall be permitted to practice medicine, surgery, or any related healing art without first
holding a Special Warrant of Medical Practice License issued by the Medical Guild and ratified by the
Republic. This Warrant certifies the practitioner's competence, moral rectitude, and adherence to the
principles of this Act.
Article V: Provision of Basic Sustenance and Domicile
Section 5.01: Water – The Uncharged Right
Water, being the fundamental source of biological life, shall not be charged for under any circumstance.
The Government shall be solely responsible for the establishment and maintenance of systems
necessary to supply clean, potable water in sufficient quantity to every citizen and domicile.
Section 5.02: Food – The Stock House System
Food shall be supplied to every individual through designated stock houses (Provision Centers). Each
individual is entitled to receive food in sufficient quantities to sustain them for a one-month period. These
food quantities shall be determined based on certified individual and family size needs to ensure
adequate caloric and nutritional survival.
Section 5.03: Shelter and Free Existence
The right to life includes the right to a free existence and the right to shelter. A citizen shall not pay to
live on the planet they are born on.
Section 5.04: Domicile and Land Provision
Every individual citizen shall have the right to either:

Be provided with land for the express purpose of constructing their Star Fort
(Domicile) or shelter.
This land provision shall be adequate for the individual’s needs and shall include access to essential
services and resources to ensure the ability to survive and live a harmonious existence.
Article VI: Enactment
This Act shall take immediate effect upon its ratification by this constitution , and all preceding laws or
systems contrary to the principles of free existence, free health, and the eradication of want are herewith
nullified and abolished.
Recognizing the inherent divinity and sovereign nature of every citizen of the Global Republic of
Tartaria, and upholding the moral decree articulated in Article 10: Duty to the Vulnerable, which
mandates that no citizen shall suffer want or destitution while the Republic possesses the means
to assist, this Act establishes the fundamental and inalienable rights necessary for a harmonious
existence, free from the systemic evils of the Terra Corrupta System. This Act secures the natural
right to life, sustenance, security, and universal healthcare for all.
Article I: Definitions of Inalienable Rights:
* Life (Vita): The inherent right of every Tartarian citizen to exist freely and
securely on the planet of their birth. This right comprehensively includes:
* Healthcare (Salus): The right to universal, free, and comprehensive
medical care, including medicine, without exception or charge.
* Sustenance (Alimentum): The right to adequate food and water,
ensuring nutritional sufficiency for survival and well-being.
* Shelter (Tectum): The right to secure, safe, and dignified domicile.
* Liberty (Libertas): The right to self-determination, freedom of movement,
and thought, limited only by the requirement to respect the equal rights and
harmonious existence of all other citizens, and adherence to the Moral Code
of the Republic.
* Pursuit of Harmonious Existence (Consectatio Existentiae
Harmonicae): The right to live a life free from deception, deceit, exploitation,
and extortion—the core characteristics of the defunct Terra Corrupta
System. This right is secured by guaranteeing the Three Basic Needs for
Life: Food, Water, and Shelter.
Article II: Guarantee of Basic Needs:
* Water (Aqua): Water is a gift of the Supreme Architect and a fundamental
component of life.
* Provision: Water shall be supplied freely and consistently to all citizens
and dwellings. No citizen shall ever be charged for the water necessary for
life, sanitation, and sustenance.
* Food (Cibus): The Republic shall abolish want and hunger by establishing
a system of communal resource sharing.
* Stock Houses (Domus Copiae): The government shall establish and
maintain Designated Stock Houses throughout the Republic.
* Provision and Calculation: Food shall be provided to each individual
and family unit in sufficient quantity to sustain them for a minimum of one
month. Quantities shall be calculated based on the size and established
needs of the individual or family unit to ensure nutritional adequacy.
* Shelter (Tectum): The right to life includes the right to a secure Domicile.
A citizen shall not pay to live on the planet they are born on.
* Provision of Land and Infrastructure: The Republic shall provide land
and/or access to already existing infrastructure.
* Right to Craft Domicile: Every citizen has the right to have a suitable
plot of land provided to them to build their Star Fort (Domicile) or to be
provided with an adequate, pre-existing shelter to ensure survival and the
ability to live a harmonious existence.
Article III: Universal Healthcare and Medical Service:
* Natural Right to Healthcare (Ius Naturale ad Salutis): The right to life
shall be upheld by guaranteeing universal, free, and comprehensive
healthcare and medicine to all citizens.
* Governmental Duty to Establish and Fund: The Government of the
Global Republic of Tartaria is hereby mandated to:
* Establish: Create, design, and construct a comprehensive network of
medical facilities (Facilitates Medicae) across the Republic, ensuring
accessibility to all population centers.
* Fund: Allocate permanent and sufficient resources from the Republic’s
treasury to fully fund all medical facilities, research, technology, and the
provision of all required medicines.
* Staff: Employ and compensate all necessary medical personnel to
adequately staff the established medical facilities.
* Medical Personnel and the Guild: To ensure the highest standards of
care and ethical practice, the following requirements are established:
* Warrant of Medical Practice License (Licentia Practica Medica): No
individual shall practice medicine, surgery, or any related healing art without
first obtaining a special Warrant of Medical Practice License, issued by the
Republic’s certifying body.
* Mandatory Guild Membership: All licensed medical staff must be active
and contributing members of the Medical Guild of Tartaria (Gilda Medica
Tartariae). The Guild shall be responsible for upholding the ethical standards,
continuous professional development, and disciplinary oversight of its
members, ensuring alignment with the moral code of the Republic.
