The Issue

Tragedy has struck our community once again. Twelve-year-old Malinda Hoagland was pronounced dead on Saturday, May 4th.

She was found unconscious in her home (Caln PA)  after a 911 call from her father claiming she wrecked her bicycle.

Not only was she unconscious when found, she was emaciated weighing just 50lbs. Bruised with multiple broken bones. Video evidence showed verbal berating and cruel and unusual punishments such as; being ankle-chained to furniture and deprived of food.

Students of her former school have stated that she was a very kind and smart girl. She would come to school with bruises. According to a friend of hers, her hair was shaved as a punishment and she had burns on her head from a stove. She would gather food at lunch. She confided in a few students that her dad was abusive.

Staff reported to Crisis with concerns for her well-being.

Even with these crisis reports, her parent pulled her from physically attending school and enrolled in a cyber school program.

This petition is to imply safety measures in the hope of saving any other child from falling into the fate Malinda suffered.

If a child has had any reports of abuse documented or reports to Children Youth Services with founded cause for concern:

They should not be able to be pulled from physical attendance at a school.

Cyber schools should have to attain/review a child abuse clearance from guardians/parents of children applying for enrollment.

Police training where they do not leave until they see the child and assess health.

Malinda’s death could have been prevented.

As constituents- we have the right to demand change. We have the right to protect our youth. Malinda deserved protection.
