A Call for Orthodox Accountability: Urging Ecumenical Patriarch Bartholomew to Confront the Russian Church’s Theology of War
UPDATE — AUGUST 2026
Since this petition was first written, Ecumenical Patriarch Bartholomew has repeatedly condemned Russia’s invasion of Ukraine and reaffirmed his support for the Ukrainian people.
The Orthodox Church of Ukraine has also continued to exercise the autocephaly formally granted by the Ecumenical Patriarchate in 2019.
The question has therefore changed.
The issue is no longer whether the Ecumenical Patriarch should speak against the war.
He has.
The unresolved question is whether the Orthodox world will confront the continued theological justification of war by Patriarch Kirill and the Moscow Patriarchate.
Patriarch Kirill has continued to frame Russia’s war in explicitly religious and spiritual terms, linking military sacrifice, national destiny and victory with Orthodox faith.
This is not simply political support for a government.
It raises a deeper question about the use of Christianity itself to legitimize violence, territorial ambition and state power.
This petition therefore renews its appeal with a more specific demand:
The Orthodox world must address whether the theological justification of aggressive war is compatible with the fundamental teachings of the Church.
The Issue
Letter to the Ecumenical Patriarchate
To His All-Holiness, Ecumenical Patriarch Bartholomew
Your All-Holiness,
This letter is written with an urgent appeal concerning the continuing moral and spiritual crisis created by the role of the Russian Orthodox Church in Russia’s war against Ukraine.
Since the full-scale invasion began, Patriarch Kirill and senior representatives of the Moscow Patriarchate have repeatedly provided religious and theological justification for the actions of the Russian state.
The language of spiritual struggle, sacrifice, national destiny and divine purpose has been used alongside a war that has caused enormous loss of life, displacement and destruction.
This presents a profound challenge not only for Ukraine, but for global Orthodoxy.
Christianity cannot become a theological instrument for aggressive war.
The authority of the Church cannot be used to transform political ambition into sacred obligation.
The name of God cannot be invoked to remove moral responsibility from acts of violence.
Your All-Holiness has already spoken clearly against the invasion and in support of the Ukrainian people.
We now ask the Ecumenical Patriarchate to help lead the Orthodox world toward the next necessary step:
accountability.
We respectfully call upon the Ecumenical Patriarchate to:
1. Initiate an Inter-Orthodox Examination of the Theology Used to Justify the War
Call upon Orthodox theologians, bishops and churches worldwide to examine whether theological arguments used to legitimize Russia’s invasion are compatible with Orthodox teaching.
The Orthodox world should clearly distinguish between legitimate pastoral care for people affected by war and the religious sanctification of state violence.
2. Publicly Reject the Sacralization of Aggressive War
Issue a clear theological declaration that aggressive war, territorial conquest and political domination cannot be transformed into sacred causes through religious language.
No government should be permitted to claim divine sanction for military expansion.
No Church should provide it.
3. Address the Conduct of Patriarch Kirill
Call for a formal canonical and theological review of Patriarch Kirill’s role in promoting and legitimizing the war.
Where Church leaders use ecclesiastical authority to justify violence or political aggression, the Orthodox communion must have a means of examining that conduct.
The purpose should not be political retaliation.
It should be protection of the moral integrity of the Church.
4. Strengthen the Independence of Ukrainian Orthodoxy
Continue to defend the canonical independence and security of the Orthodox Church of Ukraine.
Support the right of Ukrainian Orthodox Christians to worship free from political control by Moscow.
Reject efforts to use ecclesiastical jurisdiction as an extension of geopolitical influence.
5. Encourage Orthodox Churches Worldwide to Speak Independently
Call upon Orthodox leaders throughout the world to reject political pressure and speak clearly when governments attempt to use religion to legitimize war.
Silence in the face of theological justification for violence risks becoming a form of consent.
The Orthodox Church must remain capable of challenging political power rather than becoming subordinate to it.
6. Convene a Global Orthodox Dialogue on War, Nationalism and Church Authority
The war in Ukraine has exposed a larger problem that will not disappear when this conflict ends.
Orthodoxy must confront the relationship between nationalism, state power and ecclesiastical authority.
We therefore call for an international Orthodox theological gathering to examine:
the Church’s teaching on aggressive war;
the misuse of religious authority by states;
the relationship between nationalism and Christian identity;
the moral responsibilities of patriarchs and bishops during armed conflict;
and the limits of obedience when political power conflicts with Christian teaching.
Why This Matters
This is larger than a dispute between Moscow and Constantinople.
It concerns the credibility of Christianity itself.
When religious authority is used to justify war, the consequences reach far beyond one country or one generation.
A Church that blesses political violence risks losing its ability to speak credibly about peace.
A Church that treats national power as sacred risks replacing Christianity with nationalism.
And a Church that refuses to examine these questions risks allowing the same pattern to appear again in another country, another conflict and another generation.
Ecumenical Patriarch Bartholomew has already demonstrated moral leadership by condemning Russia’s invasion and standing with Ukraine.
We now ask him to extend that leadership to the deeper theological crisis the war has exposed.
The Orthodox world must decide whether the Church exists to sanctify power or to hold power accountable to moral truth.
We respectfully call upon Your All-Holiness to lead that conversation.
War cannot become sacred simply because a patriarch says that it is.
The Church must remain a voice of conscience, not an instrument of the state.
Sincerely,

Letter to the Ecumenical Patriarchate
To His All-Holiness, Ecumenical Patriarch Bartholomew,
Your All-Holiness,
This letter is written to you with an urgent plea regarding the moral and spiritual crisis within the Russian Orthodox Church (ROC). As you know, Patriarch Kirill and the Moscow Patriarchate have aligned themselves with the Russian state in supporting the unjust war against Ukraine. This has not only violated the core teachings of Christian faith but has also turned the Church into a political tool for war, repression, and imperial ambition.
It must be asked that the Ecumenical Patriarchate take the following actions:
Issue a formal condemnation of Patriarch Kirill’s support for the war.
Consider his excommunication for violating the fundamental principles of Orthodoxy.
Strengthen recognition of the Orthodox Church of Ukraine as an independent body.
Encourage Orthodox leaders worldwide to reject Moscow’s influence in global Orthodoxy.
The Orthodox world looks to Constantinople as the spiritual guide of faith. Your leadership in this moment determines whether the Church remains a voice of peace or continues to be used as a tool of war.
